Teachers New to the Profession Should Not Quit Abruptly to Avoid Financial Loss

On June 14, 2019, the National Assembly promulgated the Education Law 2019, which stipulates that students of pedagogy must reimburse tuition fees in certain specified cases.

To be specific, the Law on Education 2019 stipulates that pedagogy students are supported by the State with tuition fees and living expenses for the entire course of study.

In case after 02 years from graduation, if one falls into one of the following two cases, they must repay the funds that the State has supported, including:

- Not working in the education sector, or;

- Working but not for a sufficient period as stipulated.

Thus, not only pedagogy students but also new teachers might have to reimburse the living and learning expenses that were previously supported, because even if they are working in the education sector, if they quit abruptly and work in a different sector, they might not meet the required working time conditions. The maximum repayment period is equal to the training period.

Regarding the regulation of the time deemed sufficient working time in the education sector, it will be issued by the competent authority in the near future.

Note, the Law on Education 2019 comes into effect from July 1, 2020; therefore, the regulation on reimbursement of expenses if working in a different sector does not apply to candidates selected for pedagogy and teachers working before this time.
