2020 TEACHERS' SALARY SCHEDULE ACROSS LEVELS
As informed by Thu Ky Luat to our valued customers and members, from July 1, 2020, according to the Education Law 2019, the standard level of teacher training at all levels will be raised compared to the Education Law 2005. To be specific, from July 1, 2020, kindergarten teachers must have an associate degree in pedagogy; primary, secondary, and high school teachers must have a bachelor's degree in pedagogy or higher. In cases where the subject does not have enough teachers with a bachelor's degree in the pedagogy training sector, they must have a bachelor's degree in the relevant major and a professional pedagogical training certificate. (Currently, the Education Law 2005 only requires a secondary pedagogy school diploma for kindergarten and primary school teachers; a college pedagogy diploma or a college diploma and a professional pedagogical training certificate for secondary school teachers).
And the raising of the training standard of teachers at all levels will be implemented according to a specific roadmap.
The Ministry of Education and Training will direct the halt of enrollment in pedagogy majors for primary school teachers with intermediate and college degrees as soon as the Education Law 2019 is passed and comes into effect. No new recruitments of primary school teachers with secondary or college pedagogy degrees will be made, and additional training will be organized in a way that by the time students graduate, they will have a bachelor’s degree in primary pedagogy.
At the same time, Mr. Hoang Duc Minh, Head of the Department of Teachers and Educational Managers (Ministry of Education and Training) also stated that for teachers with intermediate, college pedagogy degrees or those who have not yet achieved a bachelor's degree and have a remaining working period from 1 to 5 years, the Ministry will direct localities to coordinate with pedagogy schools to design regular training courses to enhance teaching capacity to meet the new requirements. For teachers who have not yet achieved a bachelor's degree and have a remaining working period of more than 5 years, the Ministry will direct pedagogy universities to closely coordinate with localities to develop plans and schedules for upgrading the qualification standards linked with training for the new textbook program. The training will be carried out in a sequential manner at different grade levels with flexible, suitable, effective, and practical methods, without chasing achievements or primarily studying for certification.
Thus, it can be seen that for current kindergarten teachers with intermediate pedagogy degrees, primary, and secondary school teachers with intermediate pedagogy degrees, or college degrees or who have not yet achieved a bachelor's degree and have a remaining working period from 1 to 5 years, instead of having to study bridge courses to meet the qualification standard according to the regulations, they will only have to participate in regular training courses to enhance their teaching capacity according to the new regulations. The requirement to study bridge courses to meet the qualification standard will apply to teachers who have not yet met the bachelor's degree training standard and have a remaining working period of more than 5 years.
