Circular 15/2022/TT-BKHĐT on detailed regulations on preparation of bidding documents for construction and installation for bidding packages within the scope of CPTPP, EVFTA and UKVFTA.

Specifically, the regulations in Vietnam for bidding packages within the scope of the CPTPP, EVFTA, and UKVFTA are as follows:
- If the bidding package is opened before August 25, 2022 in Vietnam,
The evaluation of bids and consideration of winning bids shall follow the regulations of the Bidding Documents but must ensure that they are not contrary to the provisions of the CPTPP, EVFTA and UKVFTA.
- In case the bidding package has been approved, the bidding documents are issued before August 25, 2022 but the bid closing time is after August 25, 2022 and the bid closing time has not yet been reached.
+ If there is inappropriate content or contrary to the instructions stated in the application forms, they must be amended accordingly.
+ If the bidding documents for weapons are amended, the investor and the bid solicitor must give the contractor a reasonable amount of time to prepare the bid.
- If bidding package falls within the scope of the Trade Agreement, which has approved the Bidding Documents before August 25, 2022 but has not yet issued the Bidding documents, they must be modified according to the Bidding Forms.
Note: If the legal documents referred to in Circular 15/2022/TT-BKHT are amended or supplemented, the amended or supplemented documents shall be applied in Vietnam
