The Government of Vietnam has just promulgated Decree 65/2016/ND-CP, effective from July 1, 2016, stipulating the conditions for the business of automobile driving training services and driver examination services.

Auto driving training facilities are vocational education institutions that perform the function of training car driving skills. The system of specialized classrooms includes theoretical classrooms and practical classrooms, ensuring the quantity, standards, and professional expertise suitable to the training scale as prescribed by the Ministry of Transport.
Auto driving training facilities with a throughput of 500 trainees or more must have at least 02 Road Traffic Law classrooms and 02 Driving Technique classrooms; for a throughput of 1000 trainees or more, they must have at least 03 Road Traffic Law classrooms and 03 Driving Technique classrooms;
Road Traffic Law classroom: Equipped with audiovisual devices (screen, projector), road sign diagrams, and models; Structure and Routine Repair classroom: Contains cutaway engine models, power transmission systems, electrical system models; diagrams or pictures showing the structure and operating principles of the engine, power transmission systems, suspension system, braking system, etc. (Clause 2, Article 6 of the Decree 65)
Additionally, for training vehicles, the training facility must have enough vehicles corresponding to the training scale stated in the car driving training license; trucks used for teaching driving classes B1 and B2 must have a load capacity of 1000kg or more, with a quantity not exceeding 30%; must have a valid certificate of technical safety inspection and environmental protection for road motor vehicles; must have a supplementary brake system for the instructor's seat, the truck bed must have rain and sun protection and solid seats for students; both sides of the door or the sides of the vehicle must display the name of the training facility, the supervisory agency, and contact telephone numbers as per the template; the cars must have 02 "TRAINEE DRIVER" plates in the template form.
For car driving instructors; the Decree prescribes that the training facility must have a team of instructors meeting the standards for primary-level teachers as specified in Clause 4, Article 53 of the Vocational Education Law; meet the pedagogical profession standards; permanent instructors must constitute 50% of the total number of instructors at the training facility.
Theoretical instructors as per the Decree must have a diploma from an associate degree or higher in one of the following majors: law, automobile technology, automotive engineering technology, automobile assembly, or other professions with automotive training content accounting for 30%; must have an IT A-level qualification; for Driving Technique instructors must have a driving license equivalent to the training class or higher.
Practical instructors must have a diploma from an associate degree or higher or a professional skills certificate to teach at the primary level; must have an equivalent or higher driving license than the training class but not lower than class B2; for teaching class B1, B2 must have had a driving license for at least 03 years from the issuance date; for teaching classes C, D, E, and F must have had a driving license for at least 05 years from the issuance date; and have a valid practical driving instructor certification.
The Decree 65/2016/ND-CP effective from July 01, 2016, stipulates that practical driving instructors who do not meet the conditions must supplement before July 01, 2019.
