The Government of Vietnam has officially approved Decree 94/2017/ND-CP (effective from October 01, 2017) on goods, services, and localities where the State exercises monopoly in trade activities.
Article table of contents
The State of Vietnam shall monopolize commercial activities involving the following 20 types of goods and services below:

| 3 | Production of gold bullion |
| 4 | Export and import of raw gold for the production of gold bullion |
| 5 | Issuance of construction lottery tickets |
| 6 | Import of cigarettes and cigars (except duty-free goods) |
| 7 | National reserves activities |
| 8 | Printing and minting money |
| 9 | Issuance of Vietnamese postage stamps |
| 10 | Production, purchasing, export, import, transportation, and storage of fireworks and related services |
| 11 | Transmission and regulation of the national power system; construction and operation of multi-purpose hydropower plants and nuclear power plants of especially significant socio-economic importance. |
| 12 | Operation of lighthouse systems and public maritime navigation channels (public services ensuring maritime safety) |
| 13 | Management, operation, and exploitation of coastal information station systems (public coastal information services) |
| 14 | Air traffic management, aviation information services, search and rescue services (ensuring flight operations) |
| 15 | Management and operation of the national railway infrastructure system, urban railways invested by the State (excluding the maintenance of railway infrastructure) |
| 16 | Management and operation of inter-provincial and inter-district irrigation and water management constructions, sea dikes in case of assigned plans |
| 17 | Provision of forestry services in special-use forests (excluding landscape protection forests that the State leases to economic organizations for protection and development of forests, combined with landscape business, sightseeing, eco-tourism – environment) |
| 18 | Publishing activities (excluding printing and distribution) |
| 19 | Management, maintenance, and exploitation of the public postal network |
| 20 | Provision of public services in press distribution activities |
