Amendments to the Import-Export Tariff Schedule effective from December 16, 2024; Documents for registering to participate in voluntary occupational accident insurance from January 1, 2025; Guidelines from the Ministry of National Defense of Vietnam on the selection and enlistment of citizens for military service in 2025... are the prominent contents in the newly updated documents from November 4 - 10, 2024.
This content is specified in Decree 144/2024/ND-CP dated November 1, 2024, amending Decree 26/2023/ND-CP on Export Tariff, Preferential Import Tariff, List of goods subject to absolute tax, mixed tax, and import quota tax rates issued by the Government of Vietnam.
Specifically, Decree 144/2024/ND-CP will amend the export tax rates and preferential import tax rates for certain goods specified in Appendix I - Export Tariff, Appendix II - Preferential Import Tariff according to the List of taxable goods stipulated in Article 3 of Decree 26/2023/ND-CP to new tax rates outlined in Appendix I and Appendix II issued with Decree 144/2024/ND-CP.
Regarding the preferential import tax rates for items under group 24.04, items with HS code 8543.40.00 listed in Appendix II of the Preferential Import Tariff according to the List of taxable goods issued with Decree 144/2024/ND-CP shall be applied when these items are allowed to be imported into Vietnam under the law.

On November 1, 2024, the Government of Vietnam issued Decree 143/2024/ND-CP regulating voluntary social insurance for occupational accidents for employees not under labor contracts.
From January 1, 2025, the initial registration dossier for participating in voluntary occupational accident insurance is the Employee's Social Insurance Registration Form. It must include specific information about the occupation, job, duration, and workplace registered for participation in voluntary occupational accident insurance.
In the case of changes in occupation, job, duration, and workplace, adjustments must be declared according to regulations. The dossier for adjusting personal information of employees participating in voluntary occupational accident insurance includes:
- Personal Information Adjustment Form;
- Social Insurance Book;
- Copies of documents from competent state agencies and other relevant documents related to the adjustment of personal information according to regulations.

The Ministry of National Defense of Vietnam has issued Guidance 4705/HD-BQP on October 31, 2024, regarding the recruitment and enlistment of citizens in 2025.
To ensure the recruitment targets for 2025 are met with quality and compliance with the Military Service Law 2015, the Ministry of National Defense provided guidance on some recruitment tasks for 2025 as follows:
- Localities and units must continue to strictly implement the Military Service Law 2015; Circular 148/2018/TT-BQP; Circular 105/2023/TT-BQP; regulatory documents and instructions implementing the Law; Directive 98/CT-BQP 2019, and professional guidance documents from the Ministry of National Defense's functional agencies.
- For localities delivering troops:
+ Properly carry out military registration and management of citizens of military service age; enhance the quality of democratic, fair, and transparent selection and proposal of male citizens of service age for preliminary selection, ensuring fairness and transparency;
+ Organize the review of citizens to postpone and exempt from enlistment and rigorously determine citizens eligible for enlistment without missing any potential recruits (with attention to health standards for selection and calling citizens to enlist in 2025 according to the provisions at Point a, Clause 1, Article 4 of Circular 105/2023/TT-BQP; specific eye standards remain as per Point c, Clause 3, Article 4 of Circular 148/2018/TT-BQP).
+ Focus on selecting citizens who have graduated from universities and colleges with disciplines suitable for placement and use needs to select high-quality recruits meeting the military's building requirements in the new situation. Choose children of ethnic minorities (under 10,000 people) to create a source of local grassroots officials; ensure that all communes, wards, and commune-level towns have citizens enlisted; prioritize allocating recruitment targets suitable for each locality linked with the mobilization area of units up to the district level.

This content is regulated in Circular 10/2024/TT-BXD dated November 1, 2024, regarding quality management of construction material products issued by the Minister of Construction.
Construction material products and goods must ensure quality as prescribed in Clause 1, Article 7, and Article 10, Chapter III of Decree 09/2021/ND-CP; announce standards applied according to the law on product and goods quality; comply with regulations on traceability according to Circular 02/2024/TT-BKHCN.
Among them:
- For group 1 construction material products and goods:
+ Apply a quality management system to ensure product quality conforms to the corresponding technical standards and label products according to the provisions in Article 4 of Circular 10/2024/TT-BXD before making products available on the market.
+ Voluntarily declare products and goods conforming to corresponding standards. The declaration of conformity is executed as guided in Chapter II of Circular 28/2012/TT-BKHCN, Circular 02/2017/TT-BKHCN, and Article 11 of Circular 10/2024/TT-BXD.
- For group 2 construction material products and goods:
+ Apply a quality management system to ensure product quality conforms to the corresponding technical regulations and labels according to the provisions in Article 4 of Circular 10/2024/TT-BXD before placing products on the market.
+ Mandatory declaration of product and goods conformity with corresponding technical regulations. The declaration of conformity is executed as guided in Chapter II of Circular 28/2012/TT-BKHCN, Circular 02/2017/TT-BKHCN, and Article 12 of Circular 10/2024/TT-BXD.
