The following article discusses the traditional medicine healthcare service package implemented by the communal health stations in Vietnam from December 19, 2024, as stipulated in Circular 30/2024/TT-BYT.

On November 4, 2024, the Ministry of Health of Vietnam issued Circular 30/2024/TT-BYT regulating the list and content of basic medical service packages provided by commune, ward, and commune-level town health stations in Vietnam.
According to the content specified in the Appendix issued with Circular 30/2024/TT-BYT, the traditional medicine healthcare service package conducted by commune health stations in Vietnam is as follows:
Service 12 | Care of medicinal herb gardens and advice on the use of medicinal plants |
1. | Location: at the commune health stations. |
2. | Subjects: medicinal gardens; local residents. |
3. | Frequency: regularly. |
4. | Content: - Care of medicinal plants performed by medical staff or hired labor; - Advice on the use of medicinal plants for residents performed by medical staff. |
5. | Procedure, implementation guide according to: - Guidelines on the process of planting, harvesting, and processing medicinal plants by the Institute of Drug Materials; - Decision 4664/QD-BYT in 2014 by the Minister of Health issuing a set of model medicinal plant posters used in traditional medicine examination and treatment facilities; - Vietnamese Pharmacopoeia. |
Service 13 | Guidance on wellness exercises |
1. | Location: in the community. |
2. | Subjects: local residents. |
3. | Frequency: once every quarter |
4. | Content: - Organizing and guiding residents in wellness exercises; - Monitoring and evaluating the community's effectiveness in practicing wellness exercises. |
5. | Procedure, implementation guide according to: Decision 5480/QD-BYT in 2020 by the Minister of Health issuing specialized materials guiding the procedures in traditional medicine. |
Additionally, the commune health stations offer service packages for determining drug addiction status as specified in the Appendix issued with Circular 30/2024/TT-BYT as follows:
Service 23 | Determination of drug addiction status |
1. | Location: performed by a doctor or physician at the commune health stations or locations stipulated in Article 2 of Decree 109/2021/ND-CP of the Government of Vietnam governing healthcare entities qualified to determine drug addiction status and the dossier, order, and procedures for determining drug addiction status. |
2. | Subjects: individuals voluntarily determining drug addiction status and those requested to determine drug addiction status. |
3. | Frequency: based on customer needs or upon the request of law enforcement agencies. |
4. | Content: - Receiving individuals and collecting related information of the person requiring determination of drug addiction status; - Medical examination, clinical monitoring, recording of information into medical records and Summary Tracking Sheets to determine drug addiction status; - Recording conclusions on drug addiction status. |
5. | Procedure, implementation guide according to: Circular 18/2021/TT-BYT of the Minister of Health prescribing diagnostic standards and specialized procedures to determine drug addiction status. |
Refer to Circular 30/2024/TT-BYT effective from December 19, 2024.
It repeals the regulations on basic medical service packages for primary health care, prevention, and health enhancement applied at commune, ward, commune-level town health stations in Circular 39/2017/TT-BYT by the Minister of Health of Vietnam stipulating basic medical service packages for grassroots healthcare as from the effective date of Circular 30/2024/TT-BYT.
