- The Department of Health drastically implements disease control work, strengthens surveillance activities, early detection, immediate response, and thorough handling of outbreaks, preventing them from spreading and prolonging in the community; focuses on implementing vaccination work; well organizes the distribution, admission, emergency care, and treatment of patients; avoids cross-infection in medical examination and treatment facilities; minimizes human deaths due to epidemics; and promptly proposes to the City People's Committee effective disease prevention and control measures consistent with local epidemiological developments. For diseases that have vaccines to prevent, such as measles, rubella, and whooping cough, carry out vaccination work and review vaccination subjects.

- The Department of Education and Training strongly implements disease prevention hygiene activities at educational establishments and schools; proactively coordinates with the health sector to organize propaganda and education and raise awareness about disease prevention and control measures; ensures food safety in collective kitchens; provides enough drinking water and clean water; and regularly cleans the environment at schools; Coordinate good health management for students, staff, and teachers; detect disease cases early; immediately notify health authorities for timely examination and treatment; and be determined not to let the epidemic spread.

- Recommend that the Vietnam Fatherland Front Committee of Hanoi:
Coordinate and direct affiliated units, unions, pOlitical and socio-political organizations strengthen communication, mobilize people to participate in epidemic prevention and control, and proactively implement epidemic prevention and control measures at their units according to instructions from the health sector.
