Who has the authority to appraise common curriculum used at the intermediate level?

This is an important content stipulated in Circular 42/2011/TT-BGDDT on the Regulations on the Use of Common Textbooks, the Organization for Compilation, and Approval of Common Textbooks for Professional Secondary Education Level issued by the Ministry of Education and Training on September 23, 2011.

Which entity has the authority to appraise textbooks commonly used for intermediate level (illustration image)

According to Article 11 of Circular 42/2011/TT-BGDDT, the Evaluation Council has the authority to appraise textbooks commonly used for professional intermediate level. Specifically:

- The Evaluation Council for Commonly Used Textbooks (hereinafter referred to as the Evaluation Council) is established by a decision of the Minister based on the proposal of the Unit organizing the textbook compilation.

- The composition of the Evaluation Council includes representatives of educators, educational management staff, or experts with professional experience, experience in compiling or appraising textbooks, representatives of employing units, or other units involved with the textbooks to be appraised.

- The number of members of the Evaluation Council must have at least 7 members, including 01 Chairman, 01 secretary member, 02 reviewing members, and other members. The number of members who have been or are participating in teaching or managing professional intermediate education must comprise at least half of the total members of the Evaluation Council.

- Individuals in the Compilation Team are not allowed to participate in the Evaluation Council for the drafts of detailed outlines, draft textbooks compiled by that Compilation Team.

Based on this authority, the Evaluation Council has the following duties and powers:

- Conduct appraisal of draft detailed outlines and draft textbooks according to the principles, methods, and processes specified in Articles 15 and 16 of this Regulation.

- Be responsible for the content and quality of the appraisal.

- Recommend the Compilation Team to complete the detailed outlines and draft textbooks.

- Propose to the Minister the approval or disapproval of the draft detailed outlines, draft textbooks, or other matters related to improving the quality of commonly used textbooks.

- Report in writing the results of appraisal of the detailed outlines and draft textbooks to the Minister after each appraisal session.

- Coordinate with the Unit organizing the compilation of textbooks to prepare dossiers and related documents for appraisal to submit to the Minister for consideration and approval.

- Be provided with the necessary conditions and means for carrying out appraisal duties.

- Keep confidential information related to the compilation and appraisal of the detailed outlines and commonly used textbooks.

- Perform other duties and powers related to the appraisal of textbooks as prescribed by law.
