On November 04, 2024, the Ministry of Health of Vietnam issued Circular 30/2024/TT-BYT stipulating the list and content of the basic healthcare service package to be implemented by commune, ward, and commune-level town health stations.

Details of the healthcare service package for persons with disabilities implemented by the commune health stations in Vietnam from December 19, 2024​

According to the content regulated in the Appendix issued with Circular 30/2024/TT-BYT, the healthcare service package for persons with disabilities to be implemented by the commune health stations is as follows:

Service 10 Early Detection and Early Intervention for Children's Disabilities
1. Location: at the commune health stations or at medical facilities or at preschool and general education facilities in the commune or at home.
2. Beneficiaries: children from 0 to 06 years old.
3. Frequency: periodically twice a year or when there is a suspicion of disability.
4. Content:


- Examination to evaluate and categorize disabilities (mobility; hearing, speaking; seeing; neurological, mental; intellectual; other disabilities) and assess the need for rehabilitative intervention;


- Guidance on home rehabilitation for families or referral counseling;


- Update information on persons with disabilities into the health management and rehabilitation information system.
5. Procedure and implementation guidelines according to:


- Decision 359/QD-BYT of 2023 by the Minister of Health issuing the guidance document on early detection - early intervention for children's disabilities;


- Decision 3815/QD-BYT of 2017 by the Minister of Health implementing the health management and rehabilitation information system for persons with disabilities;


- Decision No. 1213/QD-BYT of 2009 by the Minister of Health issuing the community-based rehabilitation guidance document.
Service 11 Consultation on healthcare for Disability Prevention and Community-Based Rehabilitation
1. Location: at the commune health stations or at medical facilities or at home.
2. Beneficiaries: persons with disabilities in the commune and those directly caring for persons with disabilities.
3. Frequency: at least twice per person with a disability per year.
4. Content:


- Consultation for persons with disabilities: methods for disease prevention, treatment, care, daily living activities, and independent living;


- Counseling and guidance for families of persons with disabilities on self-care skills, disability rehabilitation, and community integration;


- Update information on persons with disabilities into the health management and rehabilitation information system.
5. Procedure and implementation guidelines according to:


- Decision 359/QD-BYT of 2023 by the Minister of Health issuing the guidance document on early detection - early intervention for children's disabilities;


- Decision 3815/QD-BYT of 2017 by the Minister of Health implementing the health management and rehabilitation information system for persons with disabilities;


- Decision No. 1213/QD-BYT of 2009 by the Minister of Health issuing the community-based rehabilitation guidance document.

Refer to the Circular 30/2024/TT-BYT, effective from December 19, 2024.

Abolish the regulations on the basic healthcare service package for initial healthcare, prevention, and health promotion applied at commune, ward, commune-level town Health Stations as per Circular 39/2017/TT-BYT of the Minister of Health of Vietnam regulating the basic healthcare service package for grassroots healthcare establishments since the Circular 30/2024/TT-BYT comes into effect.
