On November 6, 2024, the Ministry of Home Affairs of Vietnam issued Decision 785/QD-BNV on the announcement of administrative procedures as prescribed in Decree 116/2024/ND-CP amending, supplementing Decree 138/2020/ND-CP on the recruitment, use, and management of officials and Decree 06/2023/ND-CP on input quality accreditation for officials.
Step 1. The applicant submits the Application Form per the recruitment announcement of the competent recruiting agency.
Step 2. Organize the recruitment testing
Official recruitment is conducted in two rounds as follows:
* Round 1: Check the eligibility for the application form
No later than 15 days or no later than 30 days in case the number of applicants is 500 or more, from the deadline for receiving application forms, the recruitment council completes the check of the eligibility of the application forms to assess the application against the applicant’s eligibility and criteria, announces on the electronic portal or website the list of candidates meeting the eligibility and criteria for round 2. If they meet the conditions and criteria, the applicant proceeds to round 2. If not, the recruitment council must notify and state the reason.
* Round 2: Interview
- Time for round 2 exam: No later than 15 days from the end of round 1.
- Content of round 2 exam: It involves assessing the knowledge and skills required for the public service position;
Interview time: 30 minutes (candidates have no more than 15 minutes to prepare before the interview);
Scoring: 100 points.
There is no re-evaluation for the interview results.
Step 3. Approval and announcement of official recruitment results
- No later than 05 working days from the completion of the round 2 exam scoring, the recruitment council compiles the results and reports to the head of the agency with official recruitment authority. The head of the agency approves the results no later than 05 working days from receiving the compiled results report.
- No later than 02 working days from the decision approving the recruitment results, the recruitment council must publicly announce on the electronic portal or website of the recruiting authority and send notification of recruitment results approval to the successful candidates. The announcement must clearly state the deadline by which the successful candidate must come to the authority with official recruitment authorization to complete the recruitment documents.
Step 4. Completion of recruitment documents
* No later than 20 days from the date the recruitment results are publicly announced on the electronic portal or website, the successful candidate must complete and submit the recruitment documents to the authority with official recruitment permission. Recruitment documents include:
- A copy of diplomas, certificates (excluding IT and foreign language certificates) as per the recruitment announcement;
- A copy of priority certification, diplomas, certificates for exemption from the foreign language test (if any);
- Results of input quality accreditation for officials (if any).
* If the successful candidate does not complete the recruitment documents as required or engages in fraud in declaring the Application Form or is found to have used non-conformable diplomas, certificates, the head of the authority with official recruitment permission shall decide to cancel the recruitment results.
In case the applicant engages in fraudulent declaration of the Application Form or uses non-conformable diplomas, certificates to apply, the authority with official recruitment competency shall announce publicly on the electronic portal or website and not receive the Application Form in the next recruitment cycle.
Step 5. Decision on recruitment and commencement of employment
- No later than 05 working days from the deadline for completing recruitment documents, the head of the recruiting authority decides on recruitment and sends notification to the successful candidate. The recruiting authority must request the competent agency, as per the law on judicial record, to issue a judicial record card for the successful candidate.
- No later than 30 days from the recruitment decision, the selected candidate must start work unless the recruitment decision stipulates a different timeline or the recruiting authority agrees to an extension.
- If the selected candidate does not start work within the stipulated time or the judicial record card indicates they fall under categories not eligible for official recruitment, the head of the recruiting authority shall cancel the recruitment decision.
- Once the timeline for starting work has lapsed, the recruiting authority publicly announces on the electronic portal or website and sends notifications to candidates with lower adjacent recruitment results (in order) compared to the successful candidate whose recruitment results or decision was canceled to complete the documents, make the recruitment decision no later than 15 days from the end of this deadline.
If there are two or more candidates with equal adjacent lower recruitment results, the head of the recruiting authority decides the successful candidate according to regulations.
