Which Agency Performs Inspection Functions in the People's Public Security Forces?

Recently, the Government of Vietnam has signed and issued Decree 41/2014/ND-CP regulating the organization and operation of the People's Public Security Inspectorate.

The system of state inspection authorities in the People's Public Security, comprising the agencies listed in Article 3 of Decree 41/2014/ND-CP as follows:

- Inspectorate of the Ministry of Public Security (hereinafter referred to as the Inspectorate of the Ministry);- Inspectorate of the General Department;- Inspectorate of the Command;- Inspectorate of Public Security of provinces and centrally-run cities (hereinafter referred to as the Inspectorate of Provincial Public Security). Inspectorate of the Fire Prevention and Fighting Police of provinces and centrally-run cities (hereinafter referred to as the Inspectorate of Provincial Fire Prevention and Fighting Police);- Inspectorate of Public Security of districts, district-level towns, provincial cities (hereinafter referred to as the Inspectorate of District Public Security).

The Department of Fire Prevention, Fighting and Rescue, and Salvage is the unit assigned with the function of specialized inspection on fire prevention, fighting, and rescue.

Decree 41 stipulates that in units such as Departments, Directorates, Institutes, Academies, schools of the People's Public Security, and units under provincial Public Security where there is no organized inspection body, the head of the unit directly directs the inspection work and decides to establish Inspection Teams, Inspection Groups, and assigns specialized or concurrent inspection officers to perform inspection duties according to the following criteria:

- Establish Inspection Teams in units with a personnel strength of 500 officers and soldiers or more; establish Inspection Groups in units with a personnel strength of 300 to less than 500 officers and soldiers;- Assign specialized inspection officers in units with a personnel strength of 200 to less than 300 officers and soldiers; assign concurrent inspection officers in units with a personnel strength of less than 200 officers and soldiers.
