Recently, Circular 49/2017/TT-BQP has been issued by the Ministry of National Defense to replace Circular 188/2011/TT-BQP, providing guidance on the implementation of Decision 10/2016/QD-TTg regarding the execution of electronic border procedures at seaports.
Circular 49 permits individuals to cancel electronic records after completing electronic border procedures in the following cases:
- The vessel, upon changing its itinerary, no longer arrives at the port.- The vessel changes its itinerary from transshipping to exiting.- The vessel changes its itinerary from exiting to transshipping.- In cases where the vessel changes its itinerary from transshipping to exiting and from exiting to transshipping, after being permitted to cancel the electronic records, the individual shall undertake electronic border procedures for the vessel according to the revised itinerary.
