On October 26, 2018, the Ministry of Health issued Circular 27/2018/TT-BYT listing the benefits that individuals with HIV will be entitled to when participating in health insurance.
Circular 27 stipulates that participants in health insurance who have HIV and participants in health insurance who use care and treatment services related to HIV/AIDS are entitled to benefits within the scope of benefits and levels of coverage stipulated by the law on health insurance (except in cases where costs have been covered by other legitimate financial sources).
For health insurance participants with HIV using medical services related to HIV/AIDS, the Health Insurance Fund shall cover the following expenses:
- HIV antiretroviral drugs (except in cases where expenses have been covered by other legitimate financial sources);- HIV testing in medical examination and treatment for women during pregnancy and childbirth as required by professional standards if not covered by other funding sources;- Abortion techniques for pregnant women with HIV;- Medical examination, HIV testing, antiretroviral drugs, and other medical examination and treatment services related to HIV/AIDS for children born to HIV-infected mothers;- HIV testing as required by professional standards in medical examination and treatment;- HIV testing, treatment with antiretroviral drugs for individuals exposed to HIV, individuals infected with HIV due to accidental risks (except in cases of occupational accidents that have been covered by the state budget);- Prophylactic treatment of opportunistic infections.
