What Authority Does the Aviation Regulator Have in Managing Aviation Safety?

The Government of Vietnam has just signed and promulgated Decree 66/2015/ND-CP stipulating regulations on Aviation Authorities.

Decree 66/2015/ND-CP stipulates that the Civil Aviation Authority has duties and powers in organizing, operating, and directing the system of monitoring and managing aviation safety and security, specifically including:

- Organizing and operating the monitoring system to ensure aviation security and safety meeting the standards of the International Civil Aviation Organization.

- Approving, directing, and guiding the organization and operation of the aviation safety and security management system of agencies and units in the aviation sector to meet the standards of the International Civil Aviation Organization.

- Organizing assessments and implementing preventive measures to prevent threats to aviation safety and security. Coordinating with relevant authorities to manage aviation obstacles in accordance with the law.

- Appointing supervisors in the field of ensuring aviation safety, aviation security, and air service quality according to the standards defined by the Minister of Transport.

- Monitoring and directing the compliance with labor policies and special labor discipline for aviation employees.
