What Are the Cases for Annulment of Issued Personal Identification Numbers?

To be specific, according to Decree 137/2015/ND-CP, in the event that the issued personal identification number contains errors due to incorrect citizen information entry, the head of the National Population Database Management Agency under the Ministry of Public Security shall issue a decision to cancel the erroneous personal identification number and reissue a new personal identification number for the citizen; execute the adjustment of the personal identification number and citizen information in the National Population Database, Citizen Identification Database, and related records and archives.

The National Population Database Management Agency is responsible for notifying the citizen and the civil status management and registration agency about the cancellation and reissuance of the citizen's personal identification number for the purpose of adjusting relevant documents and civil status data; issue a confirmation of the cancellation and reissuance of the personal identification number upon the request of the citizen, agency, or organization.

In addition, Decree 137/2015/ND-CP also stipulates that citizens who have registered for birth and permanent residence but have not yet been issued a personal identification number according to regulations, when applying for a Citizen Identification Card, the citizen identification management agency is responsible for collecting and transferring the citizen's information as stipulated in Section 1, Article 9 of the Law on Citizen Identification to the National Population Database Management Agency of the Ministry of Public Security; which must include at least the information specified in Section 1, Article 14 of this Decree and the following information for issuing a personal identification number:

- Place of permanent residence;

- Full name, personal identification number or identification card number of the household head, and relationship with the household head.

The National Population Database Management Agency of the Ministry of Public Security shall verify the citizen's information, issue, and immediately transfer the personal identification number to the Citizen Identification Card issuing agency.
