Vietnam: Which entities are responsible for supervising the electricity supply when the power system lacks electricity sources?

On September 07, 2011, the Ministry of Industry and Trade of Vietnam issued Circular 34/2011/TT-BCT stipulating the formulation and implementation of the electricity supply plan when the national power system lacks electricity sources.

Article 21 of Circular 34/2011/TT-BCT stipulates the responsibilities for supervising the electricity supply when the power system lacks electricity sources in Vietnam:

1. The responsibilities of the Power Corporation are:

- Supervise the implementation of the maximum allowable electricity output and allocated power at the provincial power companies, ensuring that the provincial power companies meet the allocated electricity output and power;

- Supervise the power reduction activities of the provincial power companies, ensuring that the power reduction for load components complies with the principles stipulated in Article 9 of this Circular.

2. The responsibilities of the Vietnam Electricity Group are:

- Supervise the implementation of the maximum allowable electricity output and allocated power at the power corporations, ensuring that the power corporations meet the allocated electricity output and power;

- Supervise the electricity supply activities of the power corporations and provincial power companies, ensuring that the power reduction for load components complies with the principles stipulated in Article 9 of this Circular.

3. The responsibilities of the Department of Industry and Trade are:

- Supervise the electricity supply of the local power company according to the allocated electricity output and power;

- Supervise the local electricity supply according to the approved plan and the power reduction principles stipulated in Article 9 of this Circular;

- Supervise the electricity usage of electricity customers whose load profiles have been agreed with the provincial power company in the locality.

4. The responsibilities of the Electricity Regulatory Authority

The Electricity Regulatory Authority has the responsibility to supervise the operation of the national and regional power systems, as well as the overall allocation and implementation of electricity output and power when the national power system lacks electricity sources, ensuring compliance with the principles stipulated in this Circular.
