Vietnam: The work of preventing and combating human trafficking crimes in border and island areas

Recently, the Ministry of National Defense of Vietnam issued Circular No. 78/2013/TT-BQP regulating measures for the Border-Guard Command and Coast Guard in preventing and combating human trafficking.

According to Circular No. 78/2013/TT-BQP of the Ministry of National Defense of Vietnam, agencies, units, and individuals of the Border-Guard Command and Coast Guard are assigned the task of detecting and combating human trafficking crimes, specifically as follows:

- Taking the lead and coordinating with relevant agencies and units to implement operational measures to prevent and combat human trafficking crimes in border areas, at sea, and on islands.

- Applying surveillance measures as prescribed to detect and prevent human trafficking activities, dismantle and eradicate criminal networks involved in human trafficking, rescue victims, and apprehend offenders.

- Conducting investigative activities, collecting evidence and documents, and applying preventive measures to handle individuals involved in human trafficking and other related offenses in accordance with the law.

- Requesting agencies, organizations, and individuals to provide relevant information and documents to serve the investigation, detection, and prosecution of human trafficking activities.

- Cooperating with other agencies and functional forces to implement plans to suppress and investigate human trafficking crimes, dismantle and eradicate criminal networks involved in human trafficking, and rescue victims.

- Engaging in international cooperation within their jurisdiction in the field of preventing and combating human trafficking.

- Applying other necessary measures as prescribed by the law to prevent acts that endanger or threaten the lives, health, dignity, reputation, integrity, and property of victims, their families, informants, and witnesses.
