Vietnam: 04 social prevention measures against human trafficking in border and island areas

According to Circular No. 78/2013/TT-BQP of the Ministry of National Defense of Vietnam, the agencies, units, and individuals of the Border-Guard Command and Coast Guard in border, sea, and island areas that are assigned the tasks of preventing and combating human traffickings must have the responsibility to implement the following social prevention measures:

- Deploy plans and programs to prevent human trafficking in border, sea, and island areas according to the provisions of the law and the functions, tasks, and management areas of the Border-Guard Command and Coast Guard.

- Take the lead and coordinate with relevant agencies and local authorities to organize propaganda and mobilization activities to raise awareness and responsibility of individuals, families, organizations, and communities; promote vigilance and active participation in the prevention of human trafficking and related offenses in border, sea, and island areas.

- Provide advice to the party committees and local authorities to strengthen the construction of a strong grassroots political system, develop the economy, culture, and society, create employment opportunities, and improve the living standards of the people in border areas; launch mass movements for people to participate in maintaining security and order, preventing and denouncing crimes, and building a healthy local area.

- Provide legal knowledge on the prevention of human trafficking; information on trafficking methods; guidance on self-protection skills for individuals, families, and communities; and instructions on how to exercise rights and fulfill obligations of citizens in the prevention of human trafficking.
