On July 08, 2024, the Ministry of Finance of Vietnam issued Decision 1584/QD-BTC on the issuance of the Plan to enhance the quality and efficiency of the Ministry of Finance's online public service provision by 2024,
The Ministry of Finance has issued an Action Plan to improve the quality and efficiency of public online services in 2024 with the following objectives:
- Continue reviewing and proposing solutions to reduce and simplify regulations related to business activities, eliminate unnecessary and outdated regulations; ensure that by 2025, at least 20% of the regulations and compliance costs related to business activities in the documents effective until May 31, 2020, are reduced or simplified in accordance with Resolution 68/NQ-CP dated May 12, 2020, of the Government of Vietnam.
- Ensure that 100% of transactions on the Public Service Portal and the electronic one-stop information system of the Ministry of Finance are electronically authenticated, except for services that legally require mandatory presence.
- Units under the General Department of the Ministry complete the integration of public online services within their management scope onto the Public Service Portal and the electronic one-stop information system of the Ministry of Finance.
- The Public Service Portal and the electronic one-stop information system of the Ministry of Finance are connected and share data with the National Public Service Portal.
Ensure that 100% of administrative procedures eligible according to the law are provided in a fully online manner; 100% of fully eligible online public services are integrated into the Public Service Portal and the electronic one-stop information system of the Ministry of Finance; and 100% of eligible fully online public services that involve a large number of individuals and businesses are integrated into the National Public Service Portal.
- At least 80% of administrative procedure dossiers are processed entirely online; the information systems of the Ministry of Finance that pertain to individuals and businesses, once operational and exploitable, are connected and interoperable through the data integration and sharing platform; digitalized and stored national database information about individuals and businesses does not need to be resubmitted.
- Continue effectively implementing Decision No. 1865/QD-BTC dated September 13, 2022, of the Ministry of Finance approving the Scheme for Innovating the Reception and Return of Administrative Procedure Result under the one-stop mechanism of the Ministry of Finance and Decision No. 1866/QD-BTC dated September 13, 2022, of the Ministry of Finance issuing the Regulation on implementing the one-stop mechanism in the resolution of administrative procedures of the Ministry of Finance to meet administrative reform goals and requirements, especially in reducing and simplifying administrative procedures through IT application. Continue organizing, operating, and ensuring stable operations of the One-stop Department of the Ministry of Finance and the One-stop Departments in units under and affiliated with the Ministry; ensure the receipt and return of administrative procedure resolution results are 100% on time for individuals and organizations; and enhance their satisfaction with the service quality of administrative agencies in the Finance sector.
- Ensure that at least 90% of citizens and businesses are satisfied with the resolution of administrative procedures by the Ministry of Finance.
- Ensure that 100% of officials and public employees use public online services and promote and guide their relatives to use these services, limiting direct dossier submissions.
- Promote and guide the public to use online public services through mass media.
