The Ministry of Construction of Vietnam has issued an Action Plan to improve the quality and efficiency of online public service delivery.

Purpose and requirements of the Plan to improve the quality and efficiency of online public service delivery in Vietnam

- Synchronously deploy solutions to improve the quality and efficiency of online public service provision by the Ministry of Construction.

- Increase the rate of online public service provision on the Information System for Settlement of Administrative Procedures of the Ministry of Construction and provide synchronously to the National Public Service Portal to ensure that 100% of administrative procedures are eligible for the full implementation of online public services.

- Increase the rate of online administrative procedure settlement on the Ministry of Construction's administrative procedure settlement information system.

- Promote propaganda and guidance to raise awareness and skills for people and businesses when performing online public services.

Objectives of the Plan to improve the quality and efficiency of online public service delivery in Vietnam

Focus on directing and improving the quality of online public service provision to ensure substance and efficiency, increase publicity and transparency, and, at the same time, improve the responsibilities and professional qualifications of the contingent of cadres and civil servants in order to promote the administrative reform process.

Main tasks and solutions of the Plan to improve the quality and efficiency of online public service delivery in Vietnam

(1) Providing public services online

- Promote additional review to ensure 100% of administrative procedures are eligible to deploy online public services.

- Organize the development and supply of electronic forms for each administrative procedure to meet, and at the same time connect and integrate the remote digital signing system to serve the needs of electronic authentication for administrative procedure records.

(2) Improving the quality of support services

- Increase the use of public postal services in receiving and returning results according to the needs of people and businesses; apply solutions to promote non-cash payments through the National Public Service Portal.

- Upgrade and perfect the information system to solve administrative procedures, information technology infrastructure, ensure stable Internet transmission; meet the needs of people and businesses in accessing, exploiting, and using online public services; implement measures to provide information, encourage and support people and businesses to change the implementation of administrative procedures from direct to online; promptly answer questions during the implementation of administrative procedures; track information on the status of receiving, processing, and returning administrative procedure results through the automatic answering system.

(3) Strengthening guidelines for using online public services

- 100% of cadres, civil servants, and public employees participate in handling administrative procedures of the Ministry of Propaganda, guiding people and businesses to use online public services, limiting direct application. Raise awareness and responsibility among officials and civil servants for improving the quality of online public services, and at the same time, raise awareness among people and businesses about the effectiveness and benefits of using online public services.

- Develop manuals for using online public services in diverse, concise, and easy-to-understand forms, such as: manuals, illustrations, instructional videos, etc. posted on the Portal and Information System for handling administrative procedures of the Ministry.

- Research and apply artificial intelligence in guiding and answering questions of people and businesses when using online public services of the Ministry of Construction.
