According to Circular 36/2013/TT-BCT, the procedures for formulation of national industrial encouragement plans in Vietnam are as follows:

1. The national industrial encouragement plan is formulated based on the registration reports from localities and units. The registration reports for national industrial encouragement schemes are sent to the Agency for Regional Industry Department and include:

- Results of the previous year's industrial encouragement work; assessment on implementation of the current year's industrial encouragement plan; objectives and orientations for the next year's industrial encouragement work.

- A summary table of national industrial encouragement schemes according to Form No. 2, Appendix 1 of Circular 36/2013/TT-BCT, accompanied by national industrial encouragement scheme dossiers.

2. The Agency for Regional Industry Department verifies the scheme dossiers and tasks of the localities, units, and national industrial encouragement centers at regions and makes additional schemes and tasks of the Agency for Regional Industry Department to consolidate the national industrial encouragement plan. This plan is then submitted to the Ministry of Industry and Trade of Vietnam for consideration and integrated into the Ministry's state budget plan which is sent to the Ministry of Finance for consolidation according to regulations.

3. The Agency for Regional Industry Department assesses the national industrial encouragement schemes and tasks as stipulated in Clause 2, Article 8 of Circular 36/2013/TT-BCT in alignment with the national industrial encouragement budget estimate allocated by the competent authority and submits it to the Minister of Industry and Trade for consideration and approval of the national industrial encouragement plan.

4. After obtaining the assessment opinion of the budget estimate from the Ministry of Finance, the Agency for Regional Industry Department sends notifications and decisions on the national industrial encouragement plan assigned by the Minister of Industry and Trade to units to organize implementation (by signing contracts or assigning tasks) and to relevant Departments of Industry and Trade for management, direction, guidance, inspection, monitoring, and organization of facility acceptance.
