On January 09, 2025, the Government of Vietnam issued Decree 08/2025/ND-CP regulating the management, use, and exploitation of irrigation infrastructure assets.

According to Article 27 of Decree 08/2025/ND-CP, the database of irrigation infrastructure assets is specified as follows:

- Management, exploitation of the Database on irrigation infrastructure assets

+ The database of irrigation infrastructure assets is a component of the national database on public assets, constructed and managed uniformly nationwide.

+ Information in the Database on irrigation infrastructure assets holds the same legal validity as paper records.

+ Information in the Database on irrigation infrastructure assets is used as a basis for budget estimation, approval of settlement, inspection, audit, supervision of investment in construction, upgrading, renovation, repair, transfer, lease of exploitation rights, temporary transfer of exploitation rights, liquidation of works, and reporting to competent state authorities in accordance with legal regulations on management and use of public assets.

+ The database on irrigation infrastructure assets is a public asset, requiring strict security and safety assurance; any unauthorized access, sabotage, or alteration of information in the Database is strictly prohibited.

+ The exploitation and use of information, data on irrigation infrastructure assets must conform to legal requirements; information cannot be accessed or used without the permission of the competent state authority.

+ The content, structure, data entry methods, and exploitation of the Database on irrigation infrastructure assets are implemented according to regulations by the Ministry of Finance.

- The Ministry of Agriculture and Rural Development will lead and cooperate with the Ministry of Finance and relevant agencies to build and manage the Database on irrigation infrastructure assets nationwide for integration into the national database on public assets, ensuring the following requirements:

+ Compliance with the architectural framework of the Government of Vietnam e-Government, meeting the technical standards of the national database, IT standards, information safety, security standards, and economic-technical norms.

+ Ensure compatibility, integration, connectivity with the national database on public assets; sharing information and capability for expanding data fields in the system design and application software.

- The provincial People's Committees direct the logging, updating, and standardizing data of irrigation infrastructure assets under local management; report on management, use, and exploitation of assets under the provisions of Decree 08/2025/ND-CP.

- The Ministry of Finance will chair and cooperate with the Ministry of Agriculture and Rural Development to guide the integration of the infrastructure assets database for irrigation into the national database on public assets.
