This is one of the key contents stipulated in Circular 22/2014/TT-BVHTTDL on certain management aspects of organizing rowing, canoe, and traditional boat racing competitions in Vietnam, issued on December 15, 2014.

According to Article 3 of Circular 22/2014/TT-BVHTTDL, the general requirements for the competition venue in Vietnam are stipulated as follows:
The competition venue is regulated according to Articles 4, 5, 6, 7, and 8 of this Circular.
There is an area for boat assembly and repair, a dry-land warm-up area, sanitation areas, changing rooms, and parking areas.
There must be a map and detailed guidance on traffic rules on the racecourse, warm-up areas, and cool-down areas according to the competition rules.
There must be a dock or pier for getting on and off boats with accompanying signage.
The area for specialized motorboat and rescue boat berthing must be located at least 20m away from the athlete’s boarding pier.
Protective fences on dry land must be placed before the 200m finish line and 50m after the finish line.
The barrier between the racecourse and spectators must be placed at least 2m from the water's edge.
Water surface requirements: The competition area must have a flat water surface with a flow rate not exceeding 0.2m/sec.
For competitions held on rivers or seas, safety buoys must be placed at least 150m away from the competition area; each buoy must have a diameter not less than 45cm and must be yellow or red.
For high-performance sports competitions, the boundaries between lanes on the racecourse must be marked by aligned floating buoys along the entire lane. The buoys must be yellow and red, and made of soft, elastic material; each buoy must have a diameter of 15cm, and the distance between buoys must comply with the competition rules.
Security, order, environmental sanitation, and fire prevention must be ensured according to legal regulations.
