Recently, the Government of Vietnam has issued Decree No. 37/2010/NĐ-CP on the formulation, evaluation, approval and management of urban planning, which mentions the contents of a specialized urban transport plan.
According to Article 22 of Decree No. 37/2010/NĐ-CP of Vietnam’s Government, contents of a specialized urban transport plan are specified as follows:
- Evaluation of the actual situation of construction and development of urban transport infrastructure facilities (external transport and urban transport): and mass transit.
- Forecast of transport demands and identification of economic and technical criteria and land funds reserved for transport.
- Identification of the external transport system of the urban center (roads, railways, waterways and airways), covering specific routes, locations and sizes of key works: airport, seaport, river port, traffic junctions, and parking lots for external transport.
- Planning of the urban transport system, including classification and organization of the urban road network, specific identification of urban railway routes (on the ground, overhead and underground), locations and sizes of works: railway stations, parking lots within the urban center, major transport junctions; identification of red-line and construction boundaries of major streets.
- Planning of mass transit.
- Identification of investment programs and projects; preliminary total investment amounts, sources and implementation plans.
- Strategic environmental assessment.
