The Law on Urban Planning 2009 of Vietnam was issued on June 17, 2009 and officially effective from January 01, 2010. One of the basic contents of this Law is the regulation on bases for making urban plans.
Specifically, according to Article 24 of the Law on Urban Planning 2009 of Vietnam, bases for making urban plans include:
One, strategies and master plans on socio-economic development, defense and security, orientations of the master plan on the national system of urban centers, regional construction planning and higher-level urban planning already approved.
Two, approved sector planning.
Three, approved urban planning tasks.
Four, urban planning standards and sectoral standards.
Five, topographic maps made by specialized survey and measurement agencies.
Six, socio-economic documents and data on related localities and sectors.
Regulations on topographic maps for formulating urban plans are detailed in Article 3 of Decree No. 37/2010/NĐ-CP of Vietnam’s Government.
