Vietnam: 11 specialized inspection activities under the Ministry of Agriculture and Rural Development

According to Decree No. 47/2015/ND-CP of Vietnam’s Government, subjects of specialized inspection under the Ministry of Agriculture and Rural Development include:

- Specialized inspection in the field of irrigation, dikes, disaster prevention and control, fresh water and rural environment hygiene;

- Specialized inspection in the field of forestry;

- Specialized inspection in the field of fisheries;

- Specialized inspection in the field of farming;

- Specialized inspection in the field of plant protection and quarantine;

- Specialized inspection in the field of animal raising; 

- Specialized inspection in the field of veterinary medicine;

- Specialized inspection in the field of agro - forestry - fishery quality assurance;

- Specialized inspection in the field of agro-forestry-fishery products and salt processing;

- Specialized inspection in the field of investment and construction management;

- Specialized inspection in the field of cooperatives and rural development.

Besides, Decree No. 47/2015/ND-CP also stipulates that agencies affiliated to the Ministry of Agriculture and Rural development which are assigned to perform the function of specialized inspection shall have tasks and powers specified in Clause 1 Article 10 of Decree No. 07/2012/ND-CP dated February 09, 2012 by the Government and the following tasks and powers:

- Conduct on-schedule inspection, inspection of cases likely to be against law provisions which are within their competence or conduct inspection on request of the Minister of Agriculture and Rural development and/or the Ministerial Chief Inspector.

- Supervise, expedite and inspect the compliance with their inspection conclusions, motions or decisions.

- Welcome and work with citizens, handle complaints and denunciations and perform the prevention and fighting against corruption within their competence according to law.

- Consolidate and report the results of specialized inspection, citizen reception, complaint and/or denunciation handling and anti-corruption under their management to the Ministerial Inspectorate.

- Other tasks and powers as prescribed by law.
