On January 15, 2025, the Prime Minister of the Government of Vietnam issued Official Telegram 02/CD-TTg to continue promoting the development of the domestic market and stimulate consumer spending during the Lunar New Year in 2025.

As Lunar New Year in 2025 is approaching, and the consumer demand is rising, and to further enhance the development of the domestic market and encourage consumer spending during Tet Nguyen Dan and the early months of 2025, contributing to economic growth, ensuring social welfare, and stabilizing the people's lives, the Prime Minister of the Government of Vietnam requires the Minister of Finance to:

- Implement a reasonably expansive fiscal policy with specific focus, coordinated synchronously, harmoniously, flexibly with monetary policy, and other macroeconomic policies to spur growth, stabilize the macroeconomy, control inflation, and ensure major economic balances. Promptly continue researching policies to reduce taxes, fees, and charges for citizens and businesses, and submit to competent authorities in February 2025.

- Direct the acceleration of disbursement procedures for funding the implementation of trade promotion and consumer stimulation programs of ministries, central authorities, and local authorities to boost the consumption of domestically produced goods.

- Closely monitor the price and market developments, especially essential consumer goods and services, and price-stabilized items, promptly direct, and strictly handle acts violating pricing laws as per authority and legal regulations.

Additionally, the Prime Minister requests Ministers, Heads of ministerial agencies, relevant agencies, Chairpersons of People's Committees of provinces, and centrally-run cities to:

- Proactively organize and implement decisively and effectively the tasks and solutions assigned by the Government and the Prime Minister of the Government of Vietnam as per Decisions, Directives, Official Telegrams, and directives of the Prime Minister of the Government of Vietnam to promote economic growth, development of the domestic market, consumer spending stimulation, and organization of Lunar New Year in 2025.

- Expeditiously disburse public investment capital from early 2025, using public investment to guide and activate social investment, and promote public-private cooperation; promptly review and remove obstacles for each project, especially national important projects, and national target programs.

- Strengthen supply-demand connectivity solutions, promote production and business to meet domestic consumption demand; develop e-commerce and effective new business models; link production, distribution, and consumption.

- Focus on leadership, direction, and implementation decisively, synchronously, effectively, with determination to complete the Program to eliminate temporary housing and dilapidated housing nationwide in 2025.

For the Minister of Labor, Invalids and Social Affairs to preside, cooperate with relevant ministries, agencies, and localities to urge, monitor, inspect, and guide localities and agencies in implementing tasks to care for life, ensure social welfare for citizens and workers; strengthen inspection, monitoring, and guidance on wage, bonus policies, ensuring workers receive full payment of wages and bonuses, and arrange Tet holidays properly according to policies and regulations; proactively grasp the situation and promptly handle arising issues according to authority and regulations.

Regularly monitor, frequently urge, and require localities to review and complete plans to achieve the objective of eliminating temporary and dilapidated housing locally; daily update the implementation status and results of the program nationwide.
