Recently, the Ministry of Transport of Vietnam has issued Circular No. 90/2014/TT-BGTVT providing guidance on management, operation and maintenance of highways.
Specifically, according to Article 8 of Circular No. 90/2014/TT-BGTVT of the Minister of Transport of Vietnam, there are 02 special cases of temporary suspension from operation of highways:
Case 1: Highways are put into temporary suspension from operation when a serious traffic accident or works failures result in blockage in either or both ways of highways, affecting usual traffic organization and traffic safety:
The operation & maintenance organization and the investor shall immediately carry out special traffic plans and report to the highway management agency. In case the highway is supposed to be temporarily suspended for 24 hours, a report must be made to the Ministry of Transport and People’s committees of central-affiliated cities and provinces for approval.
Case 2: In case the highway is supposed to be temporarily suspended to serve requirements for national defense and security, the operation & maintenance organization shall carry out approved special traffic plans at the request of competent state agencies.
Suspension of operation is also one of the change information on the highway provided through signs on the highway; electronic information signs, etc. Moreover, the route traffic management center is responsible for providing time-varying information to road users about stopping and operating the expressway.
