Requirements for management, operation and maintenance of highways in Vietnam
On December 31, 2014, the Minister of Transport of Vietnam issued Circular No. 90/2014/TT-BGTVT providing guidance on management, operation and maintenance of highways.

Specifically, according to Circular No. 90/2014/TT-BGTVT of the Minister of Transport of Vietnam, any highway works to be put into operation and use must be managed, operated and maintained according to the Law on Road Traffic of Vietnam, Decree No. 32/2014/NĐ-CP dated April 22, 2014 of Vietnam’s Government on management, operation and maintenance of highways, Decree No. 11/2010/NĐ-CP dated February 24, 2010 of Vietnam’s Government on management and protection of road traffic infrastructure, Decree No. 100/2013/NĐ-CP dated September 03, 2013 of Vietnam’s Government amending and supplementing a number of articles of Decree No. 11/2010/NĐ-CP, Decree No. 114/2010/NĐ-CP dated December 06, 2010 of Vietnam’s Government regulating construction maintenance, Decree No. 10/2013/NĐ-CP dated January 11, 2013 of Vietnam’s Government on management, use and operation of road traffic infrastructure properties, relevant legal documents and provisions of Circular No. 90/2014/TT-BGTVT.
Moreover, management, operation and maintenance of highways must be done in accordance with the process of operation and maintenance, technical regulations and standards of management, operation and maintenance of highways issued by competent agencies.
The process of operation and maintenance of highway works must be formed in accordance with components , equipment installed to the Works, type and grade and purposes of the Works and must be clearly presented in Vietnamese on paper, magnetic disks or other media.
