This is one of the notable contents mentioned in Circular No. 90/2014/TT-BGTVT issued by the Minister of Transport of Vietnam providing guidance on management, operation and maintenance of highways.
Currently, the examination of dimensional limits on highways is carried out by specialized equipment at the entrance of highways.
Specifically, according to Clause 3 Article 14 of Circular No. 90/2014/TT-BGTVT of the Minister of Transport of Vietnam, any vehicle that violates regulations on vehicular loads, dimensional limits of bridges, roads must be moved out of the highway range for remedial work and handling according to law provisions. The operation & maintenance organization has the right to refuse to serve overload, oversize vehicles and at the same time cooperate with competent agencies for early handling.
Circular No. 90/2014/TT-BGTVT stipulates that the determination of loads on highways is carried out through a specialized scale. Results of examination of vehicular load, vehicle axle load shall be used to determine current conditions and overload level and shall be reported to functional agencies for handling as regulated.
Besides, the Directorate for Roads of Vietnam shall handle within their competence or propose competent state agencies to handle any organization or individual who violates management, operation and maintenance of highway works as regulated. Moreover, operation & maintenance agencies shall also implement highway patrol as regulated.
