Units under MOF must apply IT in the implementation of reporting policies

On March 26, 2020, the Minister of Finance issued policies under the state management scope of the Ministry of Finance.

According to Circular 16/2020/TT-BTC, units under the Ministry of Finance are responsible for applying information technology in implementing reporting policies, building the Reporting Information System to execute electronic reports, facilitating the aggregation, sharing of report information, and saving time and costs for reporting entities.

The legal validity of electronic reports and the use of digital signatures are performed in accordance with current legal provisions on the application of information technology in state agencies' operations.

Circular 16 stipulates that the Reporting Information System of the Ministry of Finance must be developed in compliance with the general requirements specified in Article 17, Decree 09/2019/ND-CP.

The Reporting Information System of the Ministry of Finance is built based on periodic reporting policies under the state management scope of the Ministry of Finance as regulated in this Circular; ensuring functions to support the establishment of indicators and reports according to forms on the system; ensuring the capability to distribute indicators and report forms from the Ministry of Finance to other ministries, agencies, localities, organizations, and individuals involved; aggregating report data; integrating, sharing, and providing report data; allowing ministries, agencies, localities, and organizations, and individuals to use it for updating, sharing reports as per regulations and serving the reporting to competent authorities.

Additionally, the Ministry of Finance must ensure the technical infrastructure, technology, information security to support the development and operation of its Reporting Information System and the connection, sharing of data with the Reporting Information System of the Government of Vietnam.
