The Ministry of Transport issued Circular No. 15/2017/TT-BGTVT on May 15, 2017, specifying the types of measuring devices in the cargo tanks of ships carrying hazardous chemicals.
Circular 15 stipulates that safes must be equipped with one of the following types of measuring devices:
- Open devices: this type uses a drilled hole in the safe and can place a measuring instrument in the cargo or the vapor of the cargo. An example of this type is the dipstick hole;- Restricted devices: this type penetrates through the safe and, when in use, allows a small amount of cargo vapor or liquid to escape into the atmosphere. When not in use, the device is completely sealed. Structures must ensure that contents in the safe (liquid or vapor) do not escape dangerously when the device is opened;- Sealed devices: this type penetrates the safe but is part of a sealed system and retains the contents inside the safe. Examples include: floating-type systems, electronic probes, magnetic probes, and protected sight glasses. Alternatively, indirect devices that do not penetrate the safe's shell and are independent of the safe can be used. Examples include weighing goods, and flow meters in pipes.
