The Ministry of National Defense promulgated Circular 151/2018/TT-BQP on October 12, 2018, detailing the types of commendations in the Vietnam People's Army.
Circular 151 stipulates the types of rewards implemented in accordance with Article 13 of Decree No. 91/2017/ND-CP. Specifically as follows:
- Rewards for merits and achievements are a form of recognition for collectives and individuals with outstanding achievements or exceptional performance of assigned tasks, contributing to the cause of building and defending the Fatherland. The level of exceptional task completion for collectives and individuals shall be reviewed, evaluated, and recognized based on the regulations of the authority presenting the reward.
- Periodic (or thematic) rewards are awarded to collectives and individuals who achieve outstanding accomplishments after the conclusion of a competitive period initiated by the President, Prime Minister, Ministers, Heads of agencies, or units.
- Unscheduled rewards are given to collectives and individuals who achieve sudden accomplishments.
- Sudden accomplishments are achievements attained outside the program, plan, or tasks that the collective or individual is responsible for.- Particularly outstanding sudden accomplishments are extraordinary feats achieved at a particularly high level when bravely rescuing people or property of the people or the state, in combat or service, or noteworthy achievements in fields recognized regionally or globally.
- Rewards for contributions are given to individuals who have participated in activities during revolutionary periods, held leadership or managerial positions in state agencies, public service providers, political organizations, political-social organizations, and have exceptional merits and achievements contributing to the revolutionary cause of the Communist Party and the nation.
- Long-term service rewards are granted to individuals in the People's Army and the People's Police, who have achievements and have dedicated time to building the people's armed forces per regulations.
- Foreign relations rewards are awarded to foreign collectives and individuals who have contributed to the construction and protection of the Vietnamese Fatherland in one of the fields: politics, economy, culture, society, national defense, security, diplomacy, or other areas.
