In this regard, Lawnet would like to answer as follows:
On February 21, 2024, the Prime Minister issued Official Telegram 16/CD-TTg on accelerating research and investing in upgrading the expressway routes being exploited, investing on a divergence scale.
In order to urgently implement effective, timely solutions, immediately overcome shortcomings, limit, enhance traffic safety, improve the efficiency of exploiting high -speed roads, the Prime Minister asked the Minister of Transport to perform the following key tasks:
- Direct the authorities to immediately study the solutions to organize reasonable, scientific, effective, and best control of traffic activities to ensure traffic safety on high-speed routes and ensure the lives, health, and property of the people;
- Assume the prime responsibility and coordinate with the relevant localities urgently researching the investment plan, upgrading the high-speed road routes that have been invested with divergence to reach the complete highway, in accordance with the design standards and transport needs in accordance with the Prime Minister's direction in the above documents, in which, the earliest investment focused on 2 -lane high-speed roads.
At the same time, fully and synchronously review the roads on the route (such as smart transportation systems, resting stations, etc.); report to the Prime Minister in March 2024;
- Urgently coordinate with the Minister of Science and Technology to direct the development, promulgating the National Technical Regulation onexpressway routes in the first quarter of 2024 [4], as a basis for organizing the planning, design, management of construction investment, and safe operation and efficiency ofexpressway routes road;
- Urgently organize the acceptance and settlement of high-speed investment projects according to regulations to soon make investment and upgrade the complete highway according to high-speed standards and regulations;
- Assume the prime responsibility for and coordinate with localities to determine the scope, boundaries, and areas that have been cleared, the area that continues to be cleared to invest in and upgrade the high-speed roads to reach a complete high speed, especially for 2-lane high-speed roads.
In addition, the Prime Minister also requested relevant agencies and ministries implement the following contents:
- The Chairperson of the People's Committee of provinces and centrally governed cities urgently studies and proposes investment plans to upgrade the existing and ongoing phased construction of expressways, and submits them to the Ministry of Transport before March 15, 2024. They will closely coordinate with the Ministry of Transport to review and implement land clearance work to serve the investment and upgrade of the expressway.
- The Minister of Planning and Investment proactively collaborates with the Minister of Transport, the Minister of Finance, and the Chairperson of the People's Committee of provinces and centrally governed cities to propose the allocation of funds for early implementation of investment in upgrading the operating expressway sections according to the phased scale.
- The Minister of Natural Resources and Environment, the Minister of Agriculture and Rural Development, and the Chairperson of the People's Committee of provinces and centrally governed cities coordinate with the Minister of Transport to direct the review of land clearance needs, forest land use, and agricultural land use to timely plan and implement land use conversion, compensation, support, and resettlement in accordance with regulations, ensuring the progress of investment in upgrading the expressways.
- The Ministry of Public Security directs to strengthen the propagation, inspection, control, and strict sanctions on acts of causing traffic unsafe, violating traffic laws; coordinate with the Ministry of Transport to continue reviewing the "black spots", the potential points of traffic accidents, to have a timely plan to overcome and minimize the unfortunate traffic accidents.
