Regarding this issue, LawNet would like to answer as follows:

On November 24, 2023, the Central Executive Committee issued Resolution 45-NQ/TW to continue building and promoting the role of the intellectual team to meet the requirements of rapid and sustainable national development during the period. new.

To urgently institutionalize the Party's guidelines and policies on building a team of intellectuals in Vietnam

To strengthen state management and improve the legal system, mechanisms, and policies for intellectuals, the Central Executive Committee has proposed the following implementation contents:

- Urgently institutionalize the Party's guidelines and policies on building a team of intellectuals to meet the requirements of the new period; Continue to improve mechanisms and policies to ensure feasibility, synchronization, and effectiveness. Promptly promulgate and organize the implementation of the National Strategy on developing intellectuals in the period of promoting industrialization and modernization of the country.

- Have a mechanism to promote democracy, respect creative freedom, and promote the ethics and responsibility of intellectuals in science, technology, education, and training activities; in culture, literature, and art. Create conditions and encourage intellectuals to contribute opinions, advise, criticize, and assess society for policy making, building and implementing strategies, planning, and important works and projects to achieve the country's development goals.

- Build a database of intellectuals and do a good job of forecasting, determining requirements, and planning for developing intellectuals in each industry, field, and locality ensuring quantity, quality, and balance between sectors, fields, regions, and regions; Develop plans to attract, train, and foster the next team of intellectuals.

- Improve specific mechanisms and policies suitable to the activities of intellectuals; innovate science and technology management; focus on supporting and promoting innovation; absorb and disseminate advanced knowledge.

Promote decentralization and decentralization of power in the direction of increasing autonomy and self-responsibility of science and technology organizations and higher education institutions in the appointment of leaders and scientific titles; Research and amend the working age to suit the activities of the intellectual team.

Innovate and improve the efficiency of the evaluation and recognition of scientific titles; Review and improve the system of state awards, industry and field awards, and other honor policies for intellectuals.

- Strengthen the role of state management in organizing the effective implementation of policies and laws; support and create conditions for the development of intellectuals; Strictly handle violations of the Party's guidelines and policies and the State's policies and laws in building a team of intellectuals.

Viewpoints on building and promoting the role of intellectuals in Resolution 45-NQ/TW in Vietnam

- Intellectuals are the intellectual workforce, with high levels of education, deep expertise in a field, and the ability to think independently and creatively; Rich in patriotism, morals, and revolutionary ideals, attached to the Party, State and nation; is a force that plays an important role in the alliance of the working class and the peasantry under the leadership of the Party; Responsible for pioneering, creating high-quality spiritual and material products for society, and being a special resource in knowledge-based economic development, industrialization, modernization, and international integration and developing an advanced Vietnamese culture rich in national identity; is an important factor in raising people's knowledge, training human resources, fostering talents, raising the level of intelligence and national strength, making a great contribution to the cause of innovation, and building and protecting the Fatherland.

- Building a comprehensive and strong intellectual team means investing in construction, fostering "national energy" and sustainable development; this is the responsibility of the Party, State, political and social systems. Focus on developing the Vietnamese intellectual team both at home and abroad; have breakthrough mechanisms and policies to attract and utilize intellectuals, especially elite intellectuals, leading experts, and talents of the country; pay attention to training and fostering the next generation of young intellectuals.

Respect and promote freedom of thought and scholarship; practice democracy in scientific research, technology, and innovation among intellectuals for the goal of rich people, a strong country, democracy, fairness, and civilization; create the environment, conditions, and motivation to promote the particularly important role and contributions of the intellectual team.

- Encourage Vietnamese intellectuals to uphold pride, honor, and responsibility The Fatherland and the people constantly strive to improve political qualities, ethics, capacity, and qualifications to contribute to the country's development.
