This content is mentioned in Official Dispatch 3899/BGDDT-GDTrH in 2023, guiding the implementation of secondary education tasks in the school year 2023-2024, issued by the Ministry of Education and Training of Vietnam.

The strengthening of conditions for ensuring the quality of secondary education is as follows:

(1) Development of teachers and educational administrators

- Standardizing the contingent of teachers and educational administrators

+ Managing and evaluating the contingent of teachers and secondary education administrators according to the standards of the titles of Head of Department, Deputy Head of Department of Education and Training; standards for the titles of Director, Deputy Director of Department of Education and Training; professional standards for teachers; and principal standards.

+ Reviewing the structure of teachers by subject and educational activities; developing and implementing a plan to recruit teachers to ensure quantity and quality, balance in structure, especially teachers of Informatics, Foreign Languages, Fine Arts, and Music subjects, to meet the requirements of implementing the 2018 National Curriculum of Education according to the prescribed schedule.

+ Developing a plan for training, retraining, and supplementing junior and high school teachers according to the training standards prescribed in the Education Law 2019. Developing and implementing a master plan to implement the roadmap to raise the standards of training for junior high school teachers according to the provisions of Decree 71/2020/ND-CP dated June 30, 2020 of the government

- Training and fostering to improve the capacity of teachers and educational administrators

+ Actively advising the competent authorities to arrange appropriate funding for training and retraining teachers, education administrators, especially teachers, to implement the 2018 National Curriculum.

+ Focusing on developing a contingent of teachers and educational administrators to meet the requirements of implementing the 2018 National Curriculum; focusing on improving the professional and professional capacity of the teaching staff; ensuring there are enough teachers according to the subject to organize the teaching of the subjects in the Program.

+ Continuing to review and supplement the core team of teachers in educational subjects and activities; promoting the gift of core teachers and managers of core general education institutions to develop teachers and managers of mass general education institutions by online/face-to-face, regular, continuous, at-school training methods; attaching the content of training on using textbooks according to the 2018 General Education Program with the content of regular training and the content of activities of groups and professional groups in schools and school clusters.

+ Actively coordinating with pedagogical schools in training and fostering a contingent of teachers and administrators for the locality, especially teachers of Informatics, Foreign Languages, Fine Arts, Music, Natural Sciences, history, and geography, to meet the requirements of implementing the 2018 General Education Program according to the prescribed schedule; continuing to effectively carry out training for administrators and teachers working in career counseling and psychological counseling for high school students.

(2) Strengthening facilities and equipment for teaching and learning materials

- Ensuring the minimum conditions for facilities, teaching equipment as prescribed, and learning materials to effectively perform the tasks of the school year; investing and making the most of the school's facilities to organize more than 6 teaching sessions per week, ensuring proactive and flexible implementation of the program.

- Ensuring classrooms and function rooms are suitable with teaching equipment according to the secondary education program; strengthening physical and technical infrastructure to ensure the quality of teaching, testing, and assessment.

- Continuing to develop the video store of illustrative lessons, the electronic data warehouse, and electronic teaching equipment; developing e-learning materials to support teachers in organizing teaching with quality and efficiency.

- Completing the organization of compilation and appraisal of local educational materials for grades 8 and 11 (for localities that have not yet been completed) in time for the 2023-2024 school year; Local educational materials for grades 9, and 12 ensure progress and quality. Effectively organize the commenting of textbooks according to the guidance of the Ministry of Education and Training.

Advising the People's Committees of provinces and centrally run cities to maximize the professional autonomy of teachers and educational institutions in organizing the selection of textbooks in accordance with Circular 25/2020/TT-BGDDT dated August 26, 2020, stipulating the selection of textbooks in general education institutions. Coordinating with publishers to train teachers to use textbooks and supply textbooks to students fully and timely before the start of the new school year 2023-2024 and prepare for the next school year, ensuring timeliness, quality, and compliance with regulations.

(3) Promptly detecting cases of infectious diseases in schools and implementing the treatment plan according to regulations.
