This content is mentioned in Decision 2888/QD-BNN-TS in 2023 on the plan of the Ministry of Agriculture and Rural of Vietnam

Development to implement the Scheme on the transformation of some fishing occupations affecting resources and the ecological environment.

- Review, amend, and supplement the system of legal documents in the field of fishing, quality assurance of fishing vessels, and restricted areas where fishing vessels are allowed to operate at sea. Especially regulations on the management of recreational fisheries associated with the development of fishing communities.

- Develop and submit to competent authorities for promulgation a Policy on the implementation of co-management in the protection of aquatic resources.

- Develop and submit to competent authorities for promulgation a policy to support the conversion of fishing occupations that greatly affect aquatic resources, the environment, and the ecosystem to environmentally friendly fisheries or to move out of the fishing sector.

- Allocate capital from the local budget and have specific mechanisms and policies suitable to the local situation to encourage all economic sectors to participate in investment in building, exploiting, and managing the fishing industry effectively and sustainably.

- Develop a specific mechanism for granting approval to build new ships to replace rotten, sunken, missing, or demolished ships... but must ensure to reduce the average annual number of ships by at least 1.5% for ships operating in the high seas, 4% for ships operating in lowland waters, and 5% for ships operating in coastal waters out of the total number of existing fishing vessels in the locality, starting in 2023.

Grant approval for new construction in the direction of prioritizing environmentally friendly occupations, highly mechanized ships in the stages of product exploitation and preservation, using metal hulls and new materials; not grant approval for new construction or conversion to ships engaged in trawling and gillnet fishing.

- Actively review and reduce fishing vessels engaged in fishing activities that affect local resources and the ecological environment in addition to the occupations specified in this Scheme; develop projects for job change in accordance with local realities and in accordance with the provisions of Article 6 of the Law on Fisheries No. 18/2017/QH14.

- Formulate and promulgate policies to support fishermen in changing their occupations from fishing occupations that are invasive to resources and ecosystems to environmentally friendly fishing occupations associated with the modernization of fishing vessels or to move out of the fishing sector in accordance with the orientation of fisheries development and local socio-economic conditions. Funding sources are guaranteed by the provincial People's Committees for provinces that can balance their budgets; for provinces that cannot balance their budgets, the implementation budget will be supported by the central government.

- Develop and implement a plan for building a system of standards and regulations in the fisheries sector in service of state management and the development of fishery production.
