The Government Office issued Official Dispatch 8868/VPCP-QHDP dated November 13, 2023, implementing the Notice of Conclusion of the National Assembly Standing Committee on the Report on the National Assembly's People's Voluntary Work in September 2023.

The Prime Minister directed the Ministry of Agriculture and Rural Development to urgently conduct research and submit to the Government to amend and supplement Decree 06/2019/ND-CP on management of endangered, precious, and rare forest plants and animals and implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora to ensure on schedule (December 2023) in accordance with practice and requirements of the task of implementing CITES; strengthen coordination with the International CITES Secretariat and relevant ministries and agencies to strictly enforce the law and the CITES Convention that Vietnam has joined.

List of endangered, precious, and rare forest plants and animals in Vietnam

Currently, the list of endangered, precious, and rare forest plants and animals is prescribed in Decree 06/2019/ND-CP as follows:

1. List of endangered, precious, and rare forest plants and animals issued together with Decree 06/2019/ND-CP, including:

- Group I: Species of forest plants and animals that are threatened with extinction are strictly prohibited from exploitation and use for commercial purposes, and species listed in CITES Appendix I are naturally distributed in Vietnam.

Group IA: forest plants.

Group IB: forest animals.

- Group II: Forest plant and animal species that are not threatened with extinction but are at risk of being threatened if not strictly managed and restricted from exploitation and use for commercial purposes, and CITES Appendix II species that are naturally distributed in Vietnam.

Group IIA: Forest plants.

Group IIB: Forest animals.

2. Amending the List of endangered, precious, and rare forest plants and animals.

Every 5 years, or in case of changes in species specified in Clause 1, Article 4, Decree 06/2019/ND-CP or the list of species included in CITES Appendices I and II changes related to forest plants and animals naturally distributed in Vietnam, the Ministry of Agriculture and Rural Development submits to the Government to amend and supplement the List of endangered, precious, and rare forest plants and animals.

Protecting endangered, precious, and rare forest plants and animals according to Decree 06/2019/ND-CP in Vietnam

- Activities of hunting, shooting, catching, exploiting, raising, confining, killing, storing, processing, transporting, and trading endangered, precious, and rare species of forest plants and animals must not negatively affect the existence, growth, and development of those species in nature.

- All activities of hunting, shooting, catching, exploiting, raising, confining, killing, storing, transporting, trading, processing, advertising, displaying, export, import, temporary import for re-export, and temporary export for re-import of specimens of endangered, precious, and rare species of forest plants and animals must be managed and ensure legal origin.

- Frequent and concentrated habitat areas of endangered, precious, and rare forest plants and animals are studied as a basis for establishing special-use forests.

- Organizations, households, and individuals engaged in production, construction, investigation, exploration, research, sightseeing, and tourism activities and other activities in forest areas containing endangered, precious, and rare forest plants and animals must comply with the provisions of this decree and other relevant laws.
