Recently, the Ministry of Health drafted a Circular promulgating a List of dangerous diseases for organizations and individuals to mobilize, receive, distribute, and use voluntary contributions to support patients.
Specifically, the Ministry of Health proposed 130 dangerous diseases for organizations and individuals to mobilize, receive, distribute, and use voluntary contributions to support patients.
These include diseases: Cancer, First-time myocardial infarction, coronary artery surgery, heart valve replacement surgery, bacterial meningitis, stroke, kidney failure, liver failure, Lupus erythematosus, schizophrenia, etc.

According to Decree 93/2021/ND-CP, the principles for organizing the mobilization, receipt, distribution, and use of voluntary contributions are as follows:
The State encourages, honors, and creates favorable conditions for organizations and individuals to participate in voluntary contributions and organize voluntary contribution campaigns; promote the spirit of solidarity and mutual love; and quickly support people suffering damage from natural disasters, epidemics, incidents, or serious diseases to soon stabilize life and activities; restore and develop production and business.
Mobilizing contributions to support overcoming difficulties caused by natural disasters, epidemics, and incidents is done when natural disasters, epidemics, or incidents cause damage to people, property, or affect people's lives; mobilizing contributions to support patients with serious illnesses on a case-by-case basis.
Mobilizing contributions must be timely and carried out on a voluntary basis; Organizations and individuals are not allowed to set minimum levels to require contributions. Voluntary contributions must come from the income and legal assets of the organizations and individuals making the contributions.
Receiving, distributing, and using money and in-kind contributions to overcome difficulties caused by natural disasters, epidemics, and incidents and support patients with serious illnesses; ensuring timeliness, efficiency, fairness, publicity, the right purpose, and the right target audience; there is synchronous and close coordination between relevant agencies, ministries, branches, localities, organizations, and individuals.
Funding for mobilization, receipt, distribution, and use of voluntary contributions shall comply with current regulations of the law on state budget and regulations in Decree 93/2021/ND-CP.
According to Decree 93/2021/ND-CP, prohibits acts include:
Obstructing or forcing organizations and individuals to participate in mobilizing, contributing, receiving, distributing, and using voluntary contributions.
Reporting or providing untrue information; usurp; distribution; misuse; incorrect distribution time; beneficiaries supported by voluntary contributions.
Taking advantage of the work of mobilizing, receiving, distributing, and using voluntary contributions to profit or carry out activities that violate national security, social order, and safety.
