In order to overcome the shortcomings and risks of network information security and information security related to surveillance cameras, the Prime Minister of Vietnam directed some specific contents, such as:
The Ministry of Information and Communications of Vietnam is responsible for:
- Prioritize the integration of propaganda and instructions on ensuring network information security for surveillance cameras in the process of implementing the Project "Propaganda, awareness raising, and dissemination of knowledge about information security in the period of 2021–2025" according to Decision 1907/QD-TTg dated November 23, 2020.
- Develop a set of criteria for basic network information security requirements for surveillance cameras. Completion deadline: March 2023.
- Promulgate national technical regulations on basic network information security requirements for surveillance cameras and propagate, disseminate, and guide the application of this technical regulation. Completion deadline: November 2023.
- Announce the list of surveillance cameras that meet the national technical regulations on basic network information security requirements for surveillance cameras.
- Assume the prime responsibility for implementing, guiding, urging, monitoring, and inspecting the implementation of the contents of this Directive; to report to the Prime Minister the results of implementation.
Ministries, ministerial-level agencies, government agencies, People's Committees of provinces and centrally-run cities, state-owned groups, and corporations effectively implement the following measures:
- Determine the security level of the information system and implement the plan to ensure the information system's security according to the provisions of law and national technical standards and regulations on information system safety by level when deploying information systems using surveillance cameras.
Deadline for completion: Determining and approving the security level of information systems using surveillance cameras, to be completed by March 2023; fully implementing the plan to ensure information system security by level for information systems using surveillance cameras in operation, to be completed in September 2023 at the latest.
- Directing agencies and affiliated units when investing, purchasing surveillance cameras, or hiring information technology services using surveillance cameras to inspect and evaluate network information security according to the regulations of the Law; carrying out periodical inspection and assessment of network information security according to the regulations for information systems using surveillance cameras.
- Using surveillance cameras that meet the requirements for ensuring network information security as prescribed; not using surveillance cameras that do not have certificates of origin and product quality or have been warned by a competent authority not to ensure network information security.
- Meeting resources and funding to ensure network information security for information systems using surveillance cameras; taking responsibility before the Prime Minister if there is any loss of network information security, information security, or disclosure of state secrets from information systems using surveillance cameras under their management.
- Developing, reviewing, amending, and supplementing regulations on ensuring network information security of agencies and units, which clearly stipulate that the use of surveillance cameras must ensure network information security.
- After the national technical regulation on basic network information security requirements for surveillance cameras is promulgated, relevant ministries and branches shall urgently study and organize the application of this technical regulation within management.
