On October 17, 2022, the Government issued Decree 81/2022/ND-CP defining the functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs of Vietnam. In particular, the regulations in the organizational structure of the Ministry of Foreign Affairs of Vietnam are as follows:
According to Article 3 of Decree 81/2022/ND-CP, the organizational structure of the Ministry of Foreign Affairs remains 28 units, including:
(1)The ASEAN Department.
(2) The Europe Department.
(3) The Department for the Americas.
(4) The Northeast Asia Department.
(5) The Southeast Asia, South Asia and South Pacific Department.
(6) The Department for Middle East and Africa.
(7) The Policy Planning Department.
(8) The International Organizations Department.
(9) The International Law and Treaty Department.
(10) The Department for Multilateral Economic Cooperation.
(11) The Economic Affairs Department.
(12) The Cultural Diplomacy and UNESCO Department.
(13) The Department for Information and Press.
(14) The Organization and Personnel Department.
(15) The Office.
(16) The Inspectorate.
(17) The Department for Information Security.
(18). The Foreign Affairs Department.
(19) The Department for Consular Affairs.
(20) The State Protocol Department.
(21) The Administrative and Financial Department.
(22) The Ho Chi Minh City Department for Foreign Affairs.
(23) The State Commission for Overseas Vietnamese Affairs.
(24) The National Boundary Commission.
(25) The Diplomatic Academy of Vietnam.

The organizations specified in Clauses (1) to (25) are organizations that assist the Minister of Foreign Affairs of Vietnam in performing state management functions; the organizations specified in Clauses (26) to (27) are public non-business units under the Ministry of Foreign Affairs of Vietnam.
The organizations specified in Clause (28) are overseas Vietnamese representative agencies established by the government and directly managed by the Ministry of Foreign Affairs.
(Compared to the provisions in Article 3 of Decree 26/2017/ND-CP (amended by Decree 29/2020/ND-CP), there has been a reduction of 02 units in the organizational structure of the Ministry of Foreign Affairs, the Emulation Department-Commendation and Diplomatic Tradition, Information Center)
At the same time, the National Center for Translating and Interpreting became the Department of Foreign Translation and Interpretation.
The European Department is organized into 5 rooms; the Departments: Organization and Personnel, Law and International Treaties are organized into 04 rooms; the Departments: Americas, Northeast Asia, Southeast Asia-South Asia-South Pacific, and Middle East-Africa are organized into 03 rooms.
The Minister of Foreign Affairs of Vietnam shall submit to the Prime Minister regulations on the functions, tasks, powers, and organizational structure of the State Committee on Vietnamese Overseas, the National Border Committee, and the Diplomatic Academy, as well as a list of other public non-business units under the Ministry of Foreign Affairs of Vietnam for promulgation.
The Minister of Foreign Affairs of Vietnam shall prescribe the functions, tasks, powers and organizational structure of the organizations under the Ministry, except for the organizations specified in items (24) to (26).
Decree 81/2022/ND-CP takes effect from December 1, 2022, replacing Decree 26/2017/ND-CP and Decree 29/2020/ND-CP
