February 5, 2024, the Central Executive Committee issued Directive 30-CT/TW on oral propaganda in the new situation in Vietnam.
In order to improve the quality and effectiveness, continue to promote the strength of oral propaganda to meet the new situation requirements, the Secretariat asked the Party committees and organizations to well perform a number of tasks and key solutions:
- Strengthen the leadership and direction of the Party committees and party organizations and the active participation of cadres and party members, especially the head of the oral propaganda. Closely coordinate, create synchronization, and promote the combined strength of the entire political system with the core force, the Propaganda Department at all levels, and the contingent of reporters and propagandists.
For important guidelines and policies, the head, leaders, and managers must be responsible for orienting, disseminating, thoroughly, and ensuring unity in the Party, consensus in society, contributing to building the Party and the political system, the cause of building and defending the Fatherland, and strengthening the people's confidence in the Party.
- Renewing content associated with enhancing the orientation and persuasion of oral propaganda, especially the contents of the Party's ideological foundation, guidelines and guidelines, policies and laws of the State, great achievements and historical significance of the Party, the country, the work of building and regulating the Party and the political system; in harmony with providing information on the situation of domestic and international local practices and units associated with protecting the Party's ideological foundation and fighting against wrong and hostile allegations; ensuring comprehensive, balanced, practical, close, and effective oral propaganda.
- Diversify methods, improve the effectiveness of oral propaganda, and provide strong directions to the grassroots level; combine direct propaganda with online; Strengthen forms directly for the fields, areas, and complicated and sensitive issues. Regularly monitor, grasp the situation, and promptly provide information and public opinion.
Improve the effectiveness of coordination between oral propaganda and propaganda in the media. Enhancing the application of information technology, artificial intelligence, and digital technology and promoting the role of media and social networks in order to improve the effectiveness of oral propaganda and the activities of the contingent of reporters and propagandists.
- Regularly consolidate and improve the quality of the contingent of reporters at the central, provincial, and district levels; and the core propaganda team at the grassroots level. Party committees, heads of agencies, and units are responsible for leading, directing construction, consolidation, regimes, policies, training, fostering and management, inspection, and supervising the activities of the contingent of reporters and propagandists within the scope of their charge, focusing on remote areas and areas of ethnic minorities.
Organization of the implementation of instructions on oral propaganda in the new situation in Vietnam - Provincial Party Committees under the Central Government lead and direct the implementation of this directive. - The Central Propaganda Department shall assume the prime responsibility for, and coordinate with the Central Organizing Committee and relevant agencies and units to review and supplement the regimes and policies for reporters at all levels. - The Party Central Office coordinates with relevant agencies and units to develop regulations and guidance on the implementation of the regime for the core propaganda team at the grassroots level. - The Central Propaganda Department shall assume the prime responsibility for and coordinate with relevant agencies to guide and guide content, provide information and propaganda documents, provide professional training, monitor, urge, inspect, supervise, conduct a preliminary review, and review the implementation of the Directive and report to the Secretariat. |
