- Must meet health conditions.- Must possess good moral qualities; not be under disciplinary action from a warning or higher, and not be under criminal prosecution.- Must have a teaching certification; be knowledgeable in areas of life skills or related educational activities.

Third: Regarding textbooks and materials

- Must have sufficient textbooks and materials issued or approved by the Ministry of Education and Training. If the textbooks or materials are self-selected or self-developed, they must be approved by a competent authority for operation or certified by the authority for registered activities as stipulated in Articles 7 and 8 of this Regulation; must meet requirements, contain content suitable to Vietnamese customs and not contradict the legal provisions.
