Recently, the Government of Vietnam has signed and issued Decree 64/2020/ND-CP providing guidance on the implementation of the temporary admission mechanism under the Istanbul Convention.
This Decree stipulates "Temporary admission of goods is the policies governing the temporary importation and re-exportation, temporary exportation and re-importation of goods into a country or territory that is a member of the ATA Convention (1961), Istanbul Convention (1990) of the World Customs Organization regarding the temporary admission of goods"

in Article 4 of Decree 64/2020/ND-CP stipulates the following goods are temporarily admitted under the Istanbul Convention from July 30, 2020:
a) Goods for display at events as stipulated in Clause 7, Article 3 of this Decree;
b) Goods used at events including: goods necessary for the purpose of demonstrating foreign machinery or equipment on display; construction and decoration materials, including electrical equipment for stands and booths; advertising and display materials to showcase goods;
c) Equipment including interpreting equipment, audio-visual recording equipment, educational, scientific, and cultural films used at events.
Note: Temporarily admitted goods under the provisions of this Decree during the participation in events shall not be used for other purposes. Upon the conclusion of the event, the temporarily admitted goods must be re-exported, re-imported, or undergo procedures for domestic consumption, change of use as prescribed by law.
Furthermore, temporarily admitted goods are only permitted to be used at events in Vietnam after completing the temporary importation procedures as stipulated in Article 15 of Decree 64/2020/ND-CP.
