On November 23, 2023, the Central Secretariat issued Directive 26-CT/TW, on organizing the Lunar New Year in 2024.

To best prepare the conditions to serve the people to enjoy spring and celebrate the new year, the Lunar New Year Giap Thin 2024 is healthy, safe, and economical; to create new momentum and new motivation to continue successfully implementing the Resolution of the 13th Party Congress and resolutions of party congresses at all levels; socio-economic development tasks, ensuring national defense, security, foreign affairs, Party building, the Secretariat requests party committees, party organizations, authorities, the Fatherland Front, and socio-political organizations at all levels to focus on leading, directing, and organizing the successful implementation of some of the following key tasks:

- Promote the tradition of great solidarity and the spirit of "mutual love and solidarity" of the nation; Proactively and actively implement social security policies; take good care of the people's material and spiritual lives, especially people with meritorious services to the revolution, policy families, people in difficult circumstances, poor households, people in localities affected by natural disasters, epidemics, remote areas, borders, and islands, ethnic minority areas, workers, laborers, people who have lost their jobs; ensure that everyone in every home has the conditions to enjoy spring and celebrate Tet.

Organize well the visits and New Year wishes to veteran revolutionary cadres, Vietnamese heroic mothers, war invalids, sick soldiers, families of martyrs, families with meritorious services to the country, notables, intellectuals, writers, and artists, reputable people among ethnic minorities, prominent religious dignitaries, armed force units, permanent forces on duty during Tet days, on borders, islands, and difficult areas, a complex area of political security, social order, and safety.

- Continue to strictly implement the management and organization of festivals according to regulations, ensuring spring activities, traditional day celebrations, year summaries, year-end meetings, tree-planting Tet... are practical, safe, economical, and consistent with the cultural lifestyle, traditions, customs, and good practices of the nation. Local leaders base their decisions on the practical situation to decide on the organization of fireworks displays to celebrate the New Year in accordance with local conditions and capabilities, ensuring safety, savings, and not using the state budget.

- Do not organize visits and New Year wishes to superiors and leaders at all levels; do not organize a Central delegation to visit and wish New Year to party committees and authorities of provinces and cities; It is strictly forbidden to give Tet gifts to leaders at all levels in any form; Leading officials at all levels can only attend temple ceremonies and festivals when assigned; Do not participate in superstitious activities; Do not use the state budget, vehicles, or regulated public assets for festivals or entertainment activities... Strictly implement regulations on the responsibilities of cadres and party members to set an example of what party members are not allowed to do.

- There are solutions to closely inspect and monitor, ensuring security, food safety, environmental hygiene, disease prevention, and control... Strengthen forecasting, market management, price stability, and ensuring balance between supply and demand for goods and services. Promptly detect and strictly handle acts of commercial fraud, production and trading of counterfeit goods, poor quality goods, speculation, hoarding, and pushing up the price of goods to abnormally high levels to gain illegal profits. Proactively plan to ensure means for transporting goods, serving people, and overseas Vietnamese returning home to celebrate Tet. Arrange for officers and staff to be on duty during Tet, promptly handle and resolve arising tasks and situations; and strictly implement the information and reporting regime during the Tet holiday. Agencies and organizations must ensure a return to normal work after the Tet holiday, striving to complete their tasks right from the first months of the year.

- Strengthen the work of ensuring national defense and security, maintaining order, social safety, and safety in cyberspace. Proactively prevent, detect early, prevent, and promptly and effectively handle complicated situations that occur, not being passive or surprised; Firmly protect the independence, sovereignty, and territorial integrity of the Fatherland. Strengthen prevention, fight and strictly handle all types of crimes, law violations, and social evils, and absolutely protect the safety of key targets, projects, political, foreign affairs, cultural, and social events of the country. Strengthen patrol, control, and ensure traffic order, safety, and fire prevention. Strictly comply with regulations on the management and use of fireworks and explosives.

- The Central Propaganda Department presides over and coordinates with the Ministry of Information and Communications, the Ministry of Culture, Sports, and Tourism, and relevant agencies to direct, guide, and strengthen propaganda about the country's achievements, activities to celebrate the Party, celebrate Spring, cultural activities, sports, and festivals during Tet; enhance the people's sense of responsibility and self-awareness in implementing regulations on traffic safety, use of fireworks and explosives; disease prevention and control; and actively fight against false and distorted information and opinions, defeating all sabotage plots of hostile forces.

- Party committees, party organizations, authorities, Fatherland Front, and socio-political organizations at all levels must complete the summary of work in 2023 before January 10, 2024, and send a report to the Party Central Office before January 15, 2024. seriously grasp and organize effective implementation of the Directive.
