Regarding this issue, LawNet would like to answer as follows:
On December 8, 2023, the Ministry of Education and Training issued Official Telegram 2074/CD-BGDDT on ensuring school safety.
To ensure school safety, the Minister of Education and Training (MOET) requests the Directors of Departments of Education and Training of provinces and centrally run cities to urgently implement the following tasks:
(1) Direct educational institutions to develop plans and organize full and serious implementation of the contents of Circular 18/2023/TT-BGDDT, providing guidance on building safe schools, preventing and combating accidents and injuries in general education establishments, and continuing education establishments; Circular 45/2021/TT-BGDDT regulates the construction of safe schools and the prevention and control of accidents and injuries in preschool education establishments; and Circular 06/2022/TT-BGDDT guides the equipping of knowledge and skills on fire prevention, fighting, and rescue for pupils and students in educational establishments.
Ensuring the safety of facilities and schools, strictly implementing the contents as required by the Ministry of Education and Training in Official Dispatch 3455/BGDDT-CSVC dated September 8, 2020 on inspection and review of school facilities to ensure safety for students. Actively coordinate with local professional agencies to review school and classroom facilities to reassess the quality of the project; ensure full implementation of regulations on a safe educational environment according to the provisions of Decree 80/2017/ND-CP.
Resolutely do not use works that have expired or do not ensure safety according to regulations; promptly report to competent authorities to plan renovation, repair, upgrading, and new construction.
Ensure school safety against natural disasters. When natural disasters occur, regularly monitor flood developments and maintain close contact with local rescue forces to promptly respond when an incident occurs.
Direct educational institutions to make plans to ensure safety for teachers and students when going to school; proactively take measures to prevent flooding; make plans to ensure the safety of school buildings and trees on school grounds; Move machinery, teaching equipment, documents, and records to higher floors or move to a place not at risk of flooding to avoid damage.
(2) Educating knowledge and skills on accident and injury prevention, fire prevention, fire fighting, and rescue for pupils and students
Strengthen education, equip, and guide students with knowledge and skills to prevent and avoid injuries, traffic accidents, drowning, falls, etc.; social evils invade schools, focusing on preventing school violence.
Strengthen inspection and supervision of points at high risk of unsafety, such as fires, explosions, floods, and landslides, in educational establishments, especially boarding areas, dormitories, laboratories, etc.Proactively develop prevention plans to ensure fire safety in the school.
(3) Strengthen measures to ensure food safety in educational establishments and prevent narcotics
Strictly implement the provisions of the Law on Food Safety 2010 and related legal documents. Strengthen strict control of food origins, ensuring food safety and hygiene in schools.
Direct educational institutions to proactively coordinate closely with parents and local authorities to warn students not to use and take measures to prevent food and beverages without labels or secondary labels in Vietnamese according to regulations to prevent food poisoning and drug precursors in food and new tobacco products, stimulants, and addictive substances in students.
(4) Timely report to all levels on contents and issues within their authority related to school safety assurance. Deploy public announcements to each educational institution, especially for administrators, teachers, and school staff.
