The inspection process of the Politburo and the Secretariat will have to go through 3 specific steps as follows:

*Step 1. Preparation

- Establishing an inspection team and developing an inspection plan:

+ The Central Inspection Committee is based on the annual inspection program and plan; Directed by the Politburo, the Secretariat presides and coordinates with relevant agencies and units to advise on the development and promulgation of decisions and inspection plans of the Politburo, the Secretariat, and the outline reporting the self-inspection results of the inspection subjects (when reporting to the Politburo and the Secretariat about the inspection plan, include the report outline).

+ The Politburo and the Secretariat issue decisions and inspection plans. Based on the nature and content of the inspection, decide on the composition and number of inspection team members. Assign a member of the Politburo or a member of the Secretariat to be the head of the inspection team. The inspection plan must clearly define the purpose, requirements, content, subjects, methods, implementation time, etc.The inspection period must not exceed 180 days. In cases of necessity, a decision can be made to extend the time, but it must not exceed 60 days.

- The inspection team estimates the team's working schedule and operating rules, assigns tasks to each inspection team member; and prepares relevant documents.

- The Party Central Office ensures funding and the necessary conditions to serve the inspection team in carrying out its tasks.

*Step 2. Proceeding

- The inspection team or representative of the inspection team decides on the inspection plan and agrees on the working schedule with the inspection subject and the representative of the party organization managing party members (if the inspection subject is a party member); Request the inspection subject to prepare a report according to the suggested outline and provide records and documents; Direct relevant organizations and individuals to coordinate implementation.

- The inspection subject prepares a written self-inspection report and relevant records and documents to send to the Politburo or the Secretariat (through the inspection team).

- The inspection team verifies and verifies:

+ The inspection team studies self-inspection reports, records, and documents; works with inspection subjects and relevant organizations and individuals. Request the subject to conduct additional inspections and explain in writing the contents that need clarification (if any). When adjustments or additions to the content, time, and subjects of inspection are needed, the inspection team reports to the Politburo and the Secretariat for consideration and decision.

+ The inspection team drafts the inspection results report.

- Organizing a conference to approve a draft report on inspection results (the party organization that is the subject of inspection or directly manages the inspected party member presides and records the conference minutes).

+ Composition: Inspection team; the competent leadership collective of the inspected organization or inspected party member and the representative of the party organization managing that party member (the inspection team leader, based on the content and objects of the inspection, decides on the party organization hosting the conference and the participants).

+ Content: The inspection team approves the draft report on inspection results; conference to discuss, give opinions, and make written recommendations and proposals (if any).

- The inspection team continues to verify contents that are unclear or have different opinions; Complete the draft report on inspection results and submit it to the Politburo or the Secretariat (through the Central Inspection Committee).

- The Politburo or the Secretariat assigns the Central Inspection Committee to summarize the inspection results of the delegations and coordinates with the Party Central Office to send a draft report on inspection results to Politburo members or Secretariat members according to the Working Regulations.

*Step 3. Conclusion

- The Politburo Conference and the Secretariat considered and concluded:

+ Comrades: Members of the Politburo or Members of the Secretariat; representatives of the inspection team; representatives of the leaders of the Party's central agencies; relevant party organizations; and party members.

Content: The Central Inspection Committee reports summarizing the inspection results of the delegations, opinions of inspection subjects, and suggestions and recommendations of relevant organizations and individuals; conference discussion and conclusion.

In case the inspection subject is concluded to have committed a violation that requires consideration, disciplinary action, and self-criticism or self-recognition of disciplinary action, the Politburo or the Secretariat shall consider, decide, or report to the Party Central Committee for consideration and decision according to its authority. In the event that the subject of the inspection is not self-aware and does not accept responsibility, conduct an inspection or direct the Central Inspection Committee to conduct an inspection when there are signs of violation.

+ The inspection team completes the inspection results report, coordinates with the Party Central Office to develop a notice of inspection conclusions, and submits it to the Standing Committee of the Secretariat for signature and promulgation.

- The representative of the Politburo or the Secretariat shall notify or authorize the inspection team to notify the inspection conclusions to the inspection subjects and relevant organizations and individuals for implementation.

- The inspection team learns from experience; complete the dossier, and hand it over to the Party Central Office for storage according to regulations.

- Assigning the Central Inspection Committee to urge and supervise inspection subjects to implement inspection conclusions; periodically report to the Politburo and the Secretariat.
