Technical Equipment and Physical Facilities for Information Provision

Decree 13/2018/ND-CP was issued on January 23, 2018. One of the basic contents stipulated in this document is the regulation on providing technical equipment and facilities for information provision. So what are these specific regulations?

According to the provisions in Article 9 of Decree 13/2018/ND-CP, the head of the information-providing agency, the head of the unit assigned as the focal point for providing information, is responsible for arranging a place to receive and handle requests for providing information, technical means, equipment, and other necessary facilities to serve the provision of information.

The head of the information-providing agency is responsible for:

- Arranging a location for reading, listening, watching, recording, copying, and photographing information to provide information directly at the agency headquarters;- Arranging equipment at the agency headquarters suitable to the form of information provision, facilitating citizens' access to information;- Using measures to enhance the provision of information and facilitate citizens' access to information through images, videos, and other audiovisual means;- Allowing the requester to use mobile phones and other personal technical devices to copy and photograph documents, records, and materials.

Additionally, the Decree also stipulates the application of information technology in the provision of information. To be specific:

- The head of the information-providing agency ensures technical measures to apply information technology in the provision of information; organizes the digitization, and use of information technology techniques in managing electronic documents, information management, and monitoring the provision of information through the Information Provision Tracking Book in paper or electronic form to ensure convenient, prompt, and easy access to information for citizens;- Depending on the actual situation, digital signatures may be used in cases of notification of refusal, extension, notification of handling access requests in cases where citizens request information through electronic networks.
