This is an important content in Circular 53/2012/TT-BGDDT stipulating the organization of activities, use of email and electronic information portals at the Department of Education and Training, Office of Education and Training, and preschools, general education institutions, and continuing education institutions, issued on December 20, 2012.

Specifically, in Article 9 of Circular 53/2012/TT-BGDDT it is stipulated: “Officers, teachers, and staff of educational management agencies and educational institutions shall use email accounts with their own domain names for official transactions.” The list of email addresses of each affiliated unit and officers, teachers, and staff must be publicly available on the electronic information portal.
Additionally, educational management agencies and educational institutions are required to establish regulations for the use of the email system within their units. This includes clearly defining the responsibilities of units and individuals in setting up and maintaining the email system, personal email account usage, and official email account usage; clearly outlining the procedures for handling tasks via the email system, as well as specifying mandatory and encouraged content exchanges via the email system. Officers assigned to manage the email accounts of the work unit must check and process information daily.
When necessary, the recipient of an email must verify the source of the email content with the sender through other forms of communication.
Furthermore, documents transferred via the email system, compliant with legal standards and ensured authenticity in electronic transactions, shall hold the same legal value as paper documents in internal transactions within the agency and transactions between state agencies. The sending agency may not need to send additional paper documents.
Sending and receiving information through the email system: Documents can be attached to emails or notifications regarding downloads from the electronic information portal of the educational management agency and educational institution. Organize email groups to serve the emailing to each target group.
